The Operational Services Division (OSD), within the Executive Office for Administration and Finance (A&F), is seeking a dynamic and seasoned professional to join us as our next General Counsel. About OSD: At OSD, we are an innovative leader in government procurement, and we manage a number of unique businesses including overseeing special education pricing, fleet operations, contracting oversight of health and human services contracting, and a print and mail business. Through strategic sourcing principles, we develop Statewide Contracts for goods and services, benefiting not only government agencies but also municipalities and other public entities. Position Overview: As the General Counsel, you'll play a pivotal role in OSD's leadership team, reporting directly to the head of the agency. Your responsibilities will encompass managing all legal affairs across various OSD programs and serve as a key advisor on business and policy initiatives across all business units. From overseeing complex contract negotiations to providing strategic legal advice, you'll have a hand in shaping the legal landscape of government operations.

Key Responsibilities:
  • Trusted advisor to the head of OSD.
  • Provide legal guidance to executive and non-executive branch departments, OSD staff, and public entities on procurement, contracting, fleet operations, and more.
  • Draft and implement statewide policies and procedures to uphold OSD oversight authority.
  • Lead negotiations for agency and statewide contracts, amendments, leases, and licensing agreements.
  • Review and greenlight training materials to ensure they're on point with regulations.
  • Collaborate with stakeholders to resolve audit findings, negotiate settlements, and manage legal proceedings.

Qualifications:
  • Juris Doctor Degree from an accredited law school, and a member in good standing with the Massachusetts Bar.
  • Minimum of seven years' experience practicing law, with expertise in contracting, litigation, and policy development.
  • Strong knowledge of state public records, open meetings, and ethics laws.
  • Excellent communication and interpersonal skills, with the ability to navigate complex legal issues with finesse.

Minimum Entrance Requirements:
Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and must possess current license and/or registration requirements established for the performance of the position, of which (B) at least three (3) years must have been in a managerial capacity.
