Summary:
About the Position: You will serve as an Assistant District Counsel, Labor Counselor, in direct support of the District Counsel, furnishing expert legal advice, assistance and services to the District Commander. Legal support is also provided to senior Seattle District management officials and supervisors for the full spectrum of Federal Personnel and employment matters. The nature of legal work required to perform these duties involves complex issues, necessitating research and analysis.

Duties:
  • The incumbent provides legal support to Seattle District management and supervisors for the full spectrum of Federal personnel and employment matters as labor counselor.
  • Serves as ethics advisor and labor counselor.
  • May additionally be called upon to provide legal support across a range of mission areas, including Federal procurement, claims and appeals; and the Army permitting program; environmental law; and/or the Corps of Engineers Civil Works program.
  • The nature of legal work required to perform these duties involves complex issues, necessitating research and analysis.

Education Requirement: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or JD.).

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience
: Two or more years of professional legal experience. Examples of this experience are: (1) analyze facts, ascertain law and give opinions, articulating facts and legal issues; (2) explain legal principles and identify alternative courses of action; (3) advise managers or supervisors on the civilian personnel system and aspects of handling issues of conduct, performance, and EEO, or organized labor unions in the federal sector; and (4) prepare litigation reports and draft pleadings and other legal documents required by the Department of Army and Department of Justice in various federal courts or administrative forums.

Combination of Education and Experience: A Combination of Education and Experience May Be Used to Qualify for This Position: Must Possess Either an Advance Law Degree Such as An Llm (masters of Law) or Graduated with A Distinguished Record from An Aba-Accredited Law School in The Top 25% of The Class Which May Be Substitute for One Year of The Required Professional Legal Experience After Being Admitted to The Bar. Examples of This Experience Are: (1) Analyze Facts, Ascertain Law and Give Opinions, Articulating Facts and Legal Issues; (2) Explain Legal Principles and Identify Alternative Courses of Action; (3) Advise Managers or Supervisors on The Civilian Personnel System and Aspects of Handling Issues of Conduct, Performance, and Eeo, or Organized Labor Unions in The Federal Sector; and (4) Prepare Litigation Reports and Draft Pleadings and Other Legal Documents Required by The Department of Army and Department of Justice in Various Federal Courts or Administrative Forums.

Bar Membership: An Applicant Must Currently Be an Active Member in Good Standing of The Bar of A State, Territory of The United States, District of Columbia, or Commonwealth of Puerto Rico. (must Provide a Copy)
