This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Counsel to the Inspector General.

Duties:
The incumbent will be responsible for performing the following duties and responsibilities:
  • Serves as legal adviser to HHS OIG management on a wide range of Federal employment matters.
  • Conducts legal research and analysis and produces high-quality written work product related to the interpretation of Federal employment statutes.
  • Represents the agency in administrative and civil litigation involving the Federal employment laws including matters pending before the EEOC, MSPB, and other administrative venues. Works closely with the Department of Justice or the U.S. Attorney's Office on matters pending before the Federal courts.
  • Serves as legal adviser in support of the HHS OIG Ethics Program as needed to prevent financial conflicts of interest and maintain the integrity of the performance of OIG enforcement and oversight work.
  • Conducts or coordinates guidance on sensitive and complex legal issues concerning the interpretation, application and enforcement of statutes, regulations and guidance
  • Prepares legal opinions, legal briefs, motions, responses, lines of argument, interrogatories, findings of fact, conclusions of law, and other documents or materials, including documents in support of criminal, civil or administrative litigation
  • Participates in discussions, meetings and conferences with OIG officials and other Department and Federal officials, state and local officials, and others to secure and provide information on legal problems and matters.
  • May perform other duties according to office needs.

Minimum Requirements: Applicants must have graduated with a Juris Doctorate (JD) or Bachelor of Laws (LL.B.) from a law school accredited by the American Bar Association and must be a current member, in good standing, of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
  • GS-13: Applicants must have two (2) years of professional legal experience post bar admission with one year of experience equivalent to the GS-12 grade level. Experience may be outside of the Federal Government.
  • GS-14: Applicants must have three (3) years of professional legal experience post bar admission with one year of experience equivalent to the GS-13 grade level. Experience may be outside of the Federal Government.
  • GS-15: Applicants must have four (4) years of professional legal experience post bar admission with one year of experience equivalent to the GS-14 level. Experience may be outside of the Federal Government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. Education:
Foreign Education: Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
