Job Description:
The position of Executive General Counsel is an executive-level management position that will assist the OA General Counsel in consulting with Office of the Corporation Counsel and the NYCRS and providing legal advice and counsel to the Chief Actuary and OA Division Heads. The successful candidate will work closely with the OA's Certification Services Division and may be assigned to oversee Division operations. The Executive General Counsel will also be involved in the preparation of Fiscal Notes, NYCRS Board of Trustees memoranda, vendor contracts and requests for proposals, opining on employment law, equal employment opportunity, OA policy issues, FOIL, Conflicts of Interest Law, compliance and reporting issues, and assisting the General Counsel in any other legal or administrative issues that impact the OA. The Executive General Counsel will be expected to assist in special projects that may include legal research, legislative drafting and creating data processing efficiencies, and may also attend NYCRS Board of Trustees meeting with the Chief Actuary or a designee.

Minimum Qualifications:
Admission to The New York State Bar; and Four Years of Recent Full-Time Responsible, Relevant, Satisfactory Legal Experience Subsequent to Admission to Any Bar, Eighteen Months of Which Must Have Been in The Supervision of Other Attorneys, in An Administrative, Managerial or Executive Capacity, or Performing Highly Complex and Significant Legal Work.

Incumbents Must Remain Members of The New York State Bar in Good Standing for The Duration of This Employment.

Preferred Skills:
Ten (10) Years of Full-Time Responsible, Relevant, Satisfactory Legal Experience. - Familiarity with Pension Matters and Benefits Related to The Nycrs Is Strongly Preferred. - Prior Experience with Pension Litigation, Drafting and Analyzing the City's Pension Plans and Legislation, and Providing Counsel and Advice to Executives and Legal Divisions in These Areas Are a Plus. - Candidate Must Possess Strong Management and Analytical Skills, Outstanding Written and Verbal Communication Skills and Thorough Knowledge of Legal Strategies and Methodologies. - the Candidate Should Be a Proactive Self-Starter, Be Able to Work Independently, and Be Able to Understand Basic Actuarial Principles that Are Incorporated Into a Legal Framework. - Candidates with Intergovernmental Affairs Experience Preferred.
