This position qualifies for a $10,000 hiring incentive, paid in two installments after a qualified candidate starts. To receive the incentive, the person hired must not be employed by MMB at the time of their appointment to the position. This position may also qualify for relocation expense reimbursements, depending on whether the employee selected must move and how far they move. Job Summary:
Minnesota Management and Budget (MMB) is seeking a motivated and service-driven attorney to join our team and support the State of Minnesota's executive branch agencies. In this role, you will help shape statewide employment practices by providing high-quality legal advice and guidance on labor and employment law, compensation plans, collective bargaining agreements, and data practices.
Job duties for this position include:
- Providing thoughtful legal advice to human resources, labor relations, affirmative action, executive branch agencies on a wide range of employment and labor law issues, including
- Conducting employment investigations and advising on disciplinary actions, interpreting collective bargaining agreements, and applying state and federal labor and employment laws such as the ADA, FMLA, Title VII of the Civil Rights Act, Minnesota Human Rights Act, Public Employment Labor Relations Act, Minnesota Government Data Practices Act, wage laws, and more
- Delivering training and timely updates to agencies on changes in labor and employment law, helping ensure consistent and compliant statewide practices
- Representing agencies in grievance arbitrations and hearings before the Bureau of Medication Services and other administrative forums
- Reviewing draft policies, procedures, and related documents to ensure compliance with state and federal law, rules and regulations, statewide policies, and other authorities
- Telework options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.

Experience must include:
- Four (4) years of experience providing legal advice, guidance, and representing clients related to employment and labor law
- Juris Doctor (J.D.) from an ABA-accredited law school and actively licensed and in good standing to practice law in the State of Minnesota (or ability to obtain licensure within 90 days of hire)
- Thorough knowledge and applied understanding of state and federal employment laws in the areas of anti-discrimination and civil rights; wage, pay, and benefits; leave; reasonable accommodations; workplace safety; labor relations; and data practices
- Analytical, legal research, and problem-solving skills sufficient to identify issues before they arise, propose new and innovative solutions, advise others, and evaluate implementation of solutions
- Writing and communication skills sufficient to draft and present clear, effective, and legally sound arguments; critical and complex information; legal documents; and policy requirements
- Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment

- Experience advising clients on equal employment opportunity, including but not limited to Title VII, Minnesota Human Rights Act, and affirmative action
- Six (6) or more years of experience providing legal advice, guidance, and representing clients related to employment and labor law
- Experience representing a public employer (county, state, federal, Tribal, or another municipality)
- Labor and/or employment law-related experience in Minnesota state government
- Labor and/or employment law-related experience in a unionized environment
- Experience planning and delivering complex legal training to non-legal audiences
- Experience representing an employer in civil litigation and/or arbitration proceedings
