The Director of Court Administration serves as the chief administrative officer for all non-judicial functions of the District and County Courts at Law, providing strategic leadership and operational oversight across a wide range of court programs and initiatives. This position ensures the effective, efficient, and equitable administration of justice by aligning court operations with the judiciary's mission and values.

The Director leads organizational transformation by fostering a high-performance culture grounded in innovation, accountability, and continuous improvement. Responsibilities span program management, fiscal stewardship, technology integration, case flow management, and stakeholder engagement.

Essential Duties and Responsibilities:
  • Leads the development and implementation of the Courts' strategic plan, ensuring alignment with Trial Court Performance Measures and community needs.
  • Oversees Court operations to promote access to justice, procedural fairness, and public trust.
  • Provides direction and oversight for specialized court programs, including Specialty Court Programs and the Competency Docket.
  • Fosters a culture of innovation, continuous improvement, and employee empowerment to advance long-term organizational sustainability.
  • Provides direct supervision of key programs to include: overseeing Indigent Defense Program appointment processes, attorney rotation systems, and compliance with the Texas Fair Defense Act; and supporting Specialty Court Programs operations, evaluations, and enhancements of alternative case processing and rehabilitation initiatives.
  • Develops and manages the courts' operating and capital budgets, ensuring fiscal responsibility and alignment with strategic goals.
  • Provides oversight of all financial processes, including grants management and expenditure monitoring.
  • Partners with the County Auditor's Office on budget planning, tracking, and reporting.
  • Oversees the configuration, maintenance, and enhancement of the courts' case management system to support accurate, efficient case flow management.
  • Ensures functionality and optimization of courtroom technology systems, including audio-visual (AV) equipment and related digital infrastructure.
  • Directs the development and standardization of court forms, policies, and workflows to support operational efficiency.
  • Develops and monitors key performance indicators (KPIs) and trial court performance measures to evaluate effectiveness and identify opportunities for improvement.
  • Leads initiatives to enhance service delivery and streamline court processes through data-informed decision-making.
  • Champions employee and stakeholder engagement to promote operational excellence.
  • Acts as a liaison between the judiciary, Commissioners Court, county departments, attorneys, and community stakeholders.
  • Organizes and manages Board of Judges meetings.
  • Performs other duties, as assigned.

Knowledge, Abilities, and Skills:
  • Knowledge of trial court governance models, performance measurement frameworks, and caseflow management; courtroom technology, including AV systems and digital platforms; and public administration, fiscal management, and grant processes.
  • Ability to oversee multiple programs and functions simultaneously while maintaining focus on strategic priorities; inspire and mobilize staff to achieve high performance and organizational excellence; and sustain focus on long-term goals while managing immediate operational demands.
  • Skill in strategic thinking and translating vision into actionable plans; facilitating dialogue and collaboration across diverse stakeholders; managing complexity and leading in dynamic environments.

Physical Requirements and Work Setting:
Physical requirements include lifting/carrying 10 lbs. occasionally; visual acuity, speech, and hearing; hand and eye coordination; and manual dexterity necessary to operate computer equipment and basic office machinery. Work involves sitting, standing, walking, reaching, and handling to perform essential functions. Occasional travel required for professional development and court-related business.

Education and/or Experience Required:
Graduation from an accredited college or university with a Doctor of Jurisprudence (JD) or Master's degree in Public Administration, Judicial Administration, or a related field preferred and extensive administrative experience in court management, public administration, or a related field.

Desired Qualifications:
Certification as a Certified Court Executive (CCE) or Fellow of the Institute for Court Management (ICM).
