Job Duties:The Virginia IT Agency (VITA) is seeking an experienced lawyer with impressive people management skills to lead the legal and legislative directorate.
This position will be open until filled.
Reporting to the Chief Administrative Officer (CAO), the selected candidate will provide legal advice and analysis to the agency's executive team, including the Chief Information Officer (CIO) of the Commonwealth, and other VITA leaders and staff.
Additionally, this position will oversee:
- Agency matters related to law, policy, and legislative/government relations functions.
- Lead the development of VITA's legal and legislative strategy, and provide advice and analysis to VITA staff, related to such matters.
- Manage and oversee staff who conduct agency programs related to compliance with the Virginia Freedom of Information Act (FOIA), the State and Local Government Conflict of Interests Act (COIA), the Virginia Public Records Act, regulatory management, coordination of OSIG and APA audits, pending or possible litigation (if any), internal guidance for various VITA business units (including Supply Chain Management and Human Resources), and other legal subjects and requirements.
- Serves as primary legislative liaison, including JLARC ongoing oversight and representing VITA's interests in the General Assembly.
- Serves as primary liaison to the Office of the Attorney General (OAG), managing and coordinating legal work conducted on VITA's behalf and working to facilitate effective and productive communication between VITA and OAG.

Minimum Qualifications:
- Demonstrated ability to interpret, explain, and apply policies, procedures and regulations.
- Strong problem-solving skills, with the ability to identify and effectively resolve complicated issues.
- Demonstrated ability to prioritize tasks, establish milestones and meet deadlines.
- Demonstrated ability to effectively work with agency management and employees, other state agencies, executive and legislative policymakers, and other stakeholders.
- Excellent written and oral communication skills and interpersonal skills.
- Must be an active member in good standing with the Virginia State Bar.
Additional Considerations:
- Extensive leadership experience in the legal sector, with over 10 years managing a legal team and operations.
- Considerable experience in and knowledge of employment law.
- Extensive knowledge of the Commonwealth of Virginia legislative process.
- Considerable experience in the Commonwealth of Virginia budgetary process.
