General Description: The Deputy Supervisor of the Behavioral Health Unit is responsible for the management of all civil mental health cases filed in Cook County as well as assigned criminal cases involving fitness and sanity. The Deputy Supervisor is responsible for oversight of personnel and legal strategy in these areas.

Duties/Responsibilities:
  • Oversee all litigation, in partnership with the supervisors of the Felony Trial Division, on fitness and sanity cases where BHU ASAs partner with courtroom ASAs.
  • Manage relationships with outside stakeholders including CPD, IDHS, community hospital personnel, NAMI Chicago and the Illinois Guardianship and Advocacy Commission.
  • Develop processes and procedures to manage workflow in the Unit.
  • Ensure consistent and transparent strategies to manage information flow about CCSAO work.
  • Coach, mentor, and develop ASAs as well as resolve personnel issues within the Unit.
  • Ensure that the mission, vision, and values of the CCSAO are reflected in the Unit's litigation strategies.
  • Ensure appropriate communication on significant activity to CCSAO leadership.
  • Prepare and present instructional programs on mental health related cases, both civil and criminal, to CCSAO staff as well as outside stakeholders and community organizations.

Minimum Qualifications:
  • Minimum 10 years of relevant criminal and civil litigation experience.
  • Experience in both civil mental health litigation and criminal litigation.
  • Must consistently observe and review the work of attorneys, both inside and outside of the courtroom, to offer productive feedback and motivate ongoing improvements.
  • Must have strong analytical, writing and oral advocacy skills; advanced case law and statutory knowledge in criminal law and procedure; and must serve as a personal and professional resource and thought partner to junior attorneys and colleagues.
  • Must consistently demonstrate sound judgment, critical thinking, dedication to work product, and effective time management, while also supporting junior attorneys in doing so.
  • Must uphold the mission and values of the Office at all times and support junior attorneys in doing the same.
  • Must exercise integrity and decorum in all situations.

Preferred Qualifications:
  • Experience with the Mental Health and Developmental Disabilities Code, Confidentiality Act, Health Insurance Portability and Accountability Act (HIPAA), and Firearms Restraining Order statutes.
  • Experience navigating fitness and sanity issues within the context of criminal prosecutions.
  • Experience in both civil and criminal jury trials and evidentiary hearings (acting as lead counsel).
  • 15 years or more of relevant legal experience.

Physical Requirements: Light work. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Even though the weight lifted may be very little, a job is in this category when it requires a good deal of walking or standing, or when it involves sitting most of the time with some pushing and pulling of arm or leg controls. To be considered capable of performing a full or wide range of light work, you must have the ability to do substantially all these activities. If someone can do light work, we determine that he or she can also do sedentary work, unless there are additional limiting factors such as loss of fine dexterity or inability to sit for long periods of time.
