Summary: Provides technical and functional supervision over the assigned professional and/or support staff in the Criminal Division of the Teton County and Prosecuting Attorney's Office (TCPA); coordinates, analyzes, prepares, and prosecutes criminal cases; supervises County Attorneys and cases through the criminal justice system, and represents the TCPA in all aspects of criminal prosecutions

- Represents the Teton County and Prosecuting Attorney's Office (TCPA) in prosecuting persons charged with criminal offenses and violations; assures effective and consistent prosecution of criminal cases to promote justice and facilitate public safety.
- Plans and manages the TCPA Criminal Division and supervises assigned Deputy Attorney(s) and/or support staff; monitors technical and legal documents for accuracy, completeness, and compliance with Federal, State, and County policies and practices.
- Assures that cases are resolved within office policy guidelines and standards; anticipates problems and pursues solutions; establishes trial strategy.
- Provides leadership, direction, and coaching to attorneys and staff in the areas of trial management, legal arguments, problem resolution, strategies, and negotiation.
- Coordinates with other prosecuting attorneys in preparing complex cases and legal documents; refers recommendation of dismissal or resolution of cases to the County Attorney for approval prior to presentation to the appropriate client.
- Manages major cases; confers with witnesses and victims of crime; negotiates settlement agreements with defense counsel within designated scope of authority; develops trial and prosecution strategy.
- Coordinates with members of the Teton County Sheriff's Office, members of other law enforcement agencies, and other involved parties to establish and verify basis for prosecution or dismissal.
- Monitors and reviews trends in legal issues and civil justice, and recommends operational, procedural and policy improvements.
Minimum Qualifications:
Education and Experience:
- Juris Doctorate (JD) degree required.
- Five years of criminal law practice experience
Required Licenses and Certifications:
- Must possess a valid Wyoming/Idaho Driver's License and maintain an acceptable driving record.
- Must be licensed by the Board of Law Examiners of the Wyoming State Bar to practice law in the State of Wyoming, remain active with all State Bar annual requirements, and maintain a clear criminal record.
Required Knowledge of:
- County policies and procedures, and TCPA policies and procedures.
- State of Wyoming criminal statutes, rules, administrative orders, and applicable Federal rules and regulations.
- County Attorney's protocols and strategies of negotiation and litigation.
- Legal case management procedures, tactics and techniques.
- Procedures and protocols for trial court, arraignment, and other legal proceedings.
- Legal research methods, techniques, sources, databases, and other research tools.
- Principles and protocols for the evidentiary gathering of information, documents, criminal records, and other data that may be used in court.
- Duties, powers, authorities and limitations of a Deputy County Attorney, including rules of professional conduct, and standards for ethical behavior.
Required Skills in:
- Interpreting and applying relevant state and federal statutes, codes, rules, and regulations.
- Prosecuting cases, developing strategies, presenting legal arguments, and mediating difficult situations.
- Using effective interrogative procedures, and recognizing suspicious and deceitful behavior patterns.
- Reviewing and analyzing legal issues and documents.
- Analyzing and applying criminal laws to information, evidence, and other data compiled.
- Researching and identifying precedence in case law.
- Utilizing and evaluating electronic legal research and on-line systems.
- Establishing and maintaining cooperative working relationships with co-workers, attorneys, law enforcement agencies, and other participants in the criminal justice process.
- Operating a personal computer, utilizing standard office software and specialized legal software programs.
- Communicating effectively verbally and in writing.
Physical Demands/Work Environment:
- Work is performed in a standard office environment.
- Expected to be present during office hours of 8:00am to 5:00pm.
