Description:The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State's legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland's 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.
The OAG seeks an attorney to serve as Deputy Principal Counsel to the Maryland Community Investment Corporation (MCIC). This role is part of the legal unit that provides primary representation to the Maryland Department of Housing and Community Development (DHCD) and its related entities, including the Community Development Administration (CDA), a bond‑issuing and lending authority, and the Maryland Housing Fund, which provides loan insurance services.
Established through House Bill 599 during Maryland's 2024 Legislative Session, the MCIC is Maryland's first state‑sponsored Community Development Entity. Its mission is to attract federal financial resources to support economic development in underserved communities across the state. The MCIC is governed by a seven‑member Board of Directors, consisting of two gubernatorial appointees, the Comptroller, and the Secretaries of Housing and Community Development, Planning, Commerce, and General Services. The Corporation is pursuing certification as a Community Development Entity, applying for New Markets Tax Credits through the U.S. Department of the Treasury, and exercising its corporate authority to finance business and community development initiatives. The Deputy Principal Counsel will support the Principal Counsel in providing comprehensive legal services to the MCIC, including advising on statutory and corporate authority, Board governance, financial and tax credit transactions, procurement, personnel matters, Public Information Act compliance, and litigation. The role will also assist in managing outside counsel engaged in supporting the MCIC's financing and development activities. The Deputy Principal Counsel will join a collaborative team of 19 professionals, including 12 attorneys and 7 professional staff, who support DHCD's broad portfolio of housing and community development initiatives.
DHCD finances affordable multifamily and single‑family housing and administers programs aimed at ensuring that all Marylanders have the opportunity to live and prosper in affordable, livable, and just communities.

Experience: The ideal candidate will have at least eight years of legal experience, with a strong preference for experience in commercial or housing‑related financial transactions. Supervisory experience, along with exceptional research, writing, and analytical skills, is essential. The successful candidate will be able to manage multiple complex matters independently while exercising sound legal judgment. Experience in public finance, corporate governance, administrative law, tax credit programs, real estate, community development, housing finance, or related transactional work is highly desirable. Familiarity with New Markets Tax Credits, Community Development Entities, and federal or state financing programs is preferred, as is experience advising on governance, procurement, personnel, and Public Information Act matters. The ideal candidate will demonstrate excellent communication skills; the ability to work collaboratively with executive leadership, technical program staff, and external partners; and a strategic, solutions‑oriented mindset. A strong commitment to public service, professionalism, discretion, and advancing equitable community and economic development is essential for success in this role. Admission to the Maryland Bar, or eligibility for immediate admission, is required.
In addition, applicants should have a documented history of meaningful leadership and management experience, whether through supervising staff, directing case strategy, managing projects or initiatives, or guiding teams in complex legal or operational environments. Once hired, Assistant Attorneys General are expected to continue developing and exercising strong leadership and management skills throughout their tenure with the Office of the Attorney General, contributing to a collaborative, high‑performing legal team and supporting the mission of the agency.
