Description:The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State's legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland's 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.
The OAG is seeking an experienced, collaborative, and forward‑thinking leader to serve as the Deputy Division Chief for Consumer Programs in the Consumer Protection Division (CPD). This position offers a meaningful opportunity to help guide one of the most visible and impactful divisions within the OAG. The Consumer Protection Division serves as a critical safeguard for Maryland residents by protecting consumers from unfair, abusive, and deceptive trade practices through enforcement, mediation, advocacy, education, registration, and outreach.
The Division's scope is both broad and dynamic. In fiscal year twenty‑five, CPD received more than twelve thousand consumer complaints and sixty‑three thousand inquiries, recovering more than twelve million dollars for Maryland consumers. With over eighty attorneys, professionals, and volunteers, CPD operates from its Baltimore headquarters and maintains branch offices on the Eastern Shore, in Prince George's County, and in Western Maryland to ensure accessible services statewide. The Division carries out major enforcement actions against companies engaged in deceptive practices, adjudicates contested administrative matters, mediates tens of thousands of consumer disputes, oversees the Health Education and Advocacy Unit, administers the Home Builder Registration and Guaranty Fund program, assists victims of identity theft, enforces State and federal data privacy laws, leads consumer education and outreach initiatives, and participates in multi‑state and federal enforcement collaborations. CPD's units reflect this depth and breadth, spanning arbitration, senior asset recovery, false claims, finance and lending, general enforcement, health clubs registration, health education and advocacy, housing enforcement, home builders registration, identity theft, mediation, opioids enforcement, investigations, and administrative and operational functions.
The Deputy Division Chief for Consumer Programs will oversee the Division's direct public service functions, including the Mediation Unit, the Health Education and Advocacy Unit, the Arbitration Unit, and the Identity Theft Unit. These units play a central role in meeting the needs of Marylanders by helping consumers resolve disputes with businesses, navigate medical billing and insurance issues, and address identity theft and related challenges. The Deputy Division Chief ensures these programs operate effectively, provide high‑quality assistance, and maintain strong alignment with the Division's mission and priorities.
This position is first and foremost a leadership role. The Deputy Division Chief will assist the Division Chief in strategically guiding, managing, and strengthening the consumer program functions of the Division. The Deputy Division Chief will provide steady, effective leadership by supervising and developing attorney and professional staff, offering clear direction, setting expectations, and following through. The role requires flexibility, sound judgment in hiring and personnel decisions, strong operational management, and the ability to foster a positive, inclusive, and productive team culture. The Deputy Division Chief must also serve as a credible public voice on consumer protection issues and a trusted strategic partner to the Division Chief on program priorities, legislative matters, and intergovernmental coordination.
The Deputy Division Chief advises the Division Chief on matters such as budget allocations, public‑facing documents, organizational changes, hiring decisions, and the implementation of new policies and procedures. The role requires regular engagement with every unit in the Division and frequent interaction with other State agencies, external partners, vendors, and members of the public.

Classification: Assistant Attorney General VI
Experience: Candidates should have at least ten years of progressively responsible legal experience, including substantial work in consumer protection, mediation and consumer advocacy and education, or a closely related field. A minimum of five years of experience managing attorneys and professional staff is required, including direct supervision of multiple subordinate attorneys or units. Strong knowledge of Maryland consumer protection laws is essential, including familiarity with landlord tenant and homeowner association/condo laws, consumer advocacy, or health care billing, insurance regulation, or health consumer advocacy. The ideal candidate will demonstrate the ability to set strategic direction, balance competing priorities, and lead a multifunctional organization, along with excellent written and oral communication skills and experience serving as a public spokesperson or senior organizational representative. The successful candidate must be an active member of the Maryland Bar or be qualified for immediate admission. A commitment to public service, equity, and the mission of consumer protection is also required. Preferred qualifications include experience managing a high-volume mediation or consumer advocacy and education organization, or a closely related high volume practice. Additional preferred experience includes prior experience in government or public interest law and a demonstrated ability to build and sustain an inclusive organizational culture.
Pro Bono Commitment: The Office of the Attorney General expects its attorneys to demonstrate a sustained commitment to pro bono service. Applicants should have a demonstrated record of meaningful pro bono engagement or a sincere interest in pro bono work as a professional obligation. Once hired, Assistant Attorneys General are expected to fulfill that commitment throughout their employment with the Office through active participation in OAG's Stephen H. Sachs Pro Bono Program or other qualified opportunities. The OAG supports attorneys in meeting the goal set by the Maryland Supreme Court, MD Atty Rules 19-306.1(b), by allowing up to 50 hours work-time to be used for approved pro bono activities.
