Summary:The Bureau of Consumer Protection works to protect consumers against unfair, deceptive, or fraudulent practices in the marketplace. The Bureau conducts investigations, sues companies and people who violate the law, develops rules to protect consumers, and educates consumers and businesses about their rights. The Bureau also collects complaints about consumer fraud, unfair practices, and identity theft and makes them available to law enforcement agencies across the country.
Duties:
The Deputy Director serves as a senior leader within the Consumer Protection Bureau, acting for the Bureau Director to interpret and implement Commission objectives. Responsibilities include jointly establishing policy, guiding program direction, and providing strategic leadership for the Bureau's consumer protection mission. The position involves reviewing policy recommendations, evaluating political, social, economic, technical, and administrative implications, and making formal recommendations to decision-makers. It also serves as a primary link between the Bureau and the Commission, holding full signatory authority on all consumer protection matters, and manages priority strategic and policy projects identified by the Chairman while liaising with the Chairman's office.
The role contributes to policy development that maintains balance between consumer and producer interests and collaborates with the Director to identify emerging issues in consumer protection. Duties include developing legal and economic theories, designing enforcement methods, and directing enforcement and rulemaking programs. The incumbent participates in meetings on proposals from divisions and regional offices, making legal and policy decisions on investigations, complaints, compulsory process requests, rulemaking, and civil penalty recommendations.
Acting for the Director when necessary, the position resolves administrative and substantive matters, ensures efficient operations, and monitors overall program progress. Responsibilities include establishing mission goals, determining required resources, ensuring efficient use of funds and staff, and setting case priorities. The incumbent evaluates workforce allocation, monitors progress toward objectives, assesses effectiveness and productivity, identifies problem areas, and adjusts strategies as needed.
The Deputy Director is central to ensuring effective use of Bureau resources and oversees a large staff through Associate and Regional Directors. This includes assessing policy and program feasibility, setting goals, developing implementation plans, structuring organizational work, and establishing performance and internal control standards.
Coordination with other Commission units and external agencies-such as FDA, DOJ, CFPB, FCC, USDA, and USPS-is a core responsibility to ensure alignment on consumer protection efforts. The incumbent may brief or testify before Congress on proposed legislation or regulatory issues and advise on the need for new legislative authority. Additional duties include providing guidance to the Commission on consumer protection cases, recommending actions related to investigations and litigation, and keeping Commissioners informed about significant trends affecting consumer protection.

- You are subject to serve a one-year probationary period unless you have previously completed the probationary period in the Senior Executive Service (SES).

Technical Qualifications (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Demonstrated knowledge and experience involving the application of the Federal Trade Commission Act and a wide range of statutes, including the Restore Online Shoppers' Confidence Act, the Telemarketing and Consumer Fraud and Abuse Prevention Act, and the Gramm-Leach-Bliley Act.
TQ 2: Demonstrated executive-level experience managing all aspects of litigation, including analyzing complex legal issues and questions of litigation strategy, reviewing pleadings and memoranda, and supervising and reviewing the work of attorneys and other staff.
Executive Core Qualifications (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.
