Position Purpose:
Reporting to the Corporation Counsel, the Deputy Corporation Counsel, in conjunction with the Corporation Counsel, would supervise the Assistant Corporation Counsels, Risk Manager, Office Manager/Paralegal, Paralegal(s), and Legal Assistant(s), and, in the absence of the Corporation Counsel, provide supervision of the Office of Corporation Counsel and coordinate the provision of services. The Deputy Corporation Counsel would also provide counsel and representation, in conjunction with Corporation Counsel, to the County Executive, County Board, and the various Departments within the County.
Hours: Standard hours are 8:00-4:30, M-F, plus assigned committee meetings and board meetings as needed, on call as needed for Crisis

Key Responsibilities:
The Following Duties Are Most Critical for This Position. These Are Not to Be Construed as Exclusive or All-Inclusive. Other Duties May Be Required and Assigned.
- Supervise the Performance and Activity of The Assistant Corporation Counsels, Risk Manager, Office Manager/paralegal, Paralegal(s), and Legal Assistant(s), in Conjunction with The Corporation Counsel.
- Supervise the Office of Corporation Counsel and Coordinate the Provision of Legal Services in The Absence of The Corporation Counsel.
- Regularly Advise and Represent the Key Administrative and Policy-Making Departments of The County, Specifically the County Executive, County Board, and The Various Departments Within the County.
- Represent the Department of Health and Human Services as The Primary Legal Liaison with Respect to Legal Advice, Legal Training, and Representation Before Circuit and Appellate Courts.
- Develop and Present Training Seminars on A Variety of Legal Topics Such as Open Meetings Law, Public Records Law, Constitutional Search and Seizure.
- Assist the Corporation Counsel in The Representation of The Appleton International Airport in Transactional and Federal Regulatory Law.
- Represent and Defend the County and Its Officers and Employees in Court Actions and Administrative Proceedings.
- Represent the Public in Involuntary Mental Health and Alcohol Commitments Before Circuit and Appellate Courts.
- Represent the County in Planning, Land Use and Zoning Matters, Including the Prosecution of Zoning Ordinance Violations, Before Administrative, Circuit and Appellate Courts.
- Provide Back-Up Assistance as Necessary for Any Legal Service Provided by The Office of Corporation Counsel.
Education/certifications/experience Requirements
- Law Degree from An Accredited Law School and Admission to Practice Law in The State of Wisconsin.
- Five Years of Legal Experience, Preferably in A Municipal or County Legal Environment, or With Private Practice Experience in Municipal Law.
- Must Posses and Maintain a Valid Drivers License
Required or Preferred Skills
- Ability to Perform Most Work Independently, with Supervision by The Corporation Counsel as Needed.
- Ability to Supervise Professional Employees, Coordinate Their Assignments, and Conduct Annual Performance Evaluations.
- Ability to Comprehend and Interpret a Variety of Legal Documents Including Statutes, Case Law, Ordinances and Legal Texts.
- Ability to Prepare Legal Pleadings, Memoranda, Opinions, Briefs and Court Orders.
- Ability to Use and Interpret Medical, Legal, and Accounting Terminology.
- Ability to Communicate Effectively with County Officials and Employees, Judges, Judicial Officials, Attorneys, Physicians, Consultants, Witnesses, Clients and The General Public Verbally and In Writing.
