Description:
Job Description and Duties:Reporting to the Deputy General Counsel, with general direction provided by the Attorney, Assistant Chief Counsel and specific projects assigned by the Chief of Purchasing and Contracting Branch. The Contracts Attorney is responsible for handling complex, and fiscally sensitive analysis and review of public works, services, and goods contracts along with leases and support agreements to ensure compliance with applicable California state laws. Ensure that all Department contracts adhere to the State Contracting Manual and PCC 10220. Draft and interpret complex contracts and analyze various legal authorities to determine applicability to cases. Draft transactional documents, such as contracts, amendments and leases. The Contract Attorney prepares memoranda in response to inquiries seeking advice for contract related issues; and provides legal support to the Department Comptroller staff regarding procurement, contracting, and acquisitions. Relied upon to directly advise the Adjutant General, Deputy Adjutant General, State Comptroller and Purchase and Contracting Officer. Acts as lead attorney for legal review of state contracts and assists the Attorney, Assistant Chief Counsel in gathering and compiling documents in preparation for litigation.

- Possess a Juris Doctor Degree from an ABA accredited law school.
- Legal knowledge and experience related to California Government Code, California State Contracting, purchasing and acquisitions, capital outlay, fire and building code, the California State Budget Act, and California Department of Finance policies and procedures.
- Ability to negotiate and communicate effectively with internal and external stakeholders.
- Legal knowledge related to the purchasing, procurement and acquisition policies and procedures of the Department of General Services (DGS), the DGS Administrative Manual, the State Contracting Manual, and the Public Contract Code.
- Knowledge of the Fi$Cal process and functionality in relation to procurement. Legal experience with negotiation, and drafting contracts, leases, memoranda of understanding, and cooperative agreements.
- Familiar with laws governing Medi-Cal reimbursement and other health care related programs, and knowledgeable on rules of evidence and civil procedure. Prior military service in the United States Armed Forces.
