Description:
*Typical starting pay will be at the beginning of the advertised pay range, depending on qualifications.*Primary Purpose:
To perform all legal work for the Mayor, City Council, and City Administration.
Supervision:
Under general supervision of the Mayor, City Council, and the City Administrator.
Essential Duties & Responsibilities:
- Answer inquiries from the City Administrator and Department Heads on legal issues pertaining to City operations.
- Perform legal research and prepare opinions on various legal problems for City Council, Boards and Commissions, and City Departments.
- Study, interpret and apply laws, court decisions, ordinances, and other legal sources in advising officers and employees of the City in legal matters.
- Attends Court and serves as the Prosecuting Attorney on behalf of the City in allegations of municipal ordinance violations.
- Prepare and draft ordinances, resolutions, administrative policies, letters, contracts, deeds, leases, and other legal documents and instruments; review such documents and offer opinions as to legal acceptability when presented to the City for consideration.
- Represent the City and its officers and employees in litigation including motions, trial of cases and appeals in civil actions brought by or against the City in state and federal court.
- Prepare and try cases before administrative agencies.
- Advise on legal aspects associated with various statutorily described activities, such as annexation and eminent domain.
- Assists City Administrator in negotiating contracts, real estate purchases, and leasing transactions.
- Analyze complex financial issues and render opinions.
- Advise on liability and insurance issues and claims.
- Investigate claims and complaints by and against the City.
- Attend meetings of the City Council, and Planning and Zoning Commission as legal advisor.
- Respond to citizen complaints and requests for information.
- Represent the City as necessary on various committees.
- Oversee services provided by outside legal specialists engaged by the City for special legal problems.
- Represent the City in the community and at professional meetings as required.
- Adhere to customer service philosophy and demonstrate skill in establishing a strong and positive image of department and City.
- Performs other duties as assigned.
- Attends Department Head and City Council meetings, conducting periodic staff meetings.
- Attends conferences, seminars, meetings, and studies new information to keep abreast of current trends.
- Attends in-service training sessions or other training sessions deemed appropriate by Chief of Staff and/or City Administrator.
Minimum Qualifications:
Education & Experience:
Graduation from an accredited law school with a Juris Doctorate degree plus six (6) years of legal practice, preferably in the field of municipal law. Must be a licensed attorney in good standing in the State of Missouri.
Knowledge, Skills, & Abilities:
Considerable knowledge of legal principles and practice, including civil, constitutional and administrative law and procedures, judicial procedures and rules of evidence; thorough comprehension of City code, charter provisions and state law with reference to municipal legal provisions and municipal law; ability to analyze complex legal documents, write briefings, legal opinions; read and understand complex legal documents, regulations and trial documents; strong negotiation skills and the ability to communicate effectively verbally and in writing; utilize sound, independent judgment in preparing recommendations and formulating policies; ability to establish and maintain effective working relationships with City Council members, employees, city officials, and the general public; ability to efficiently and effectively administer a municipal legal department; Must be able to work under stressful conditions and make decisions under pressure; Must have working knowledge of modern office procedures and ability to operate computers, copiers, etc.

Special Requirements:
Must be a licensed attorney by the State of Missouri.
Must possess a valid Missouri State Driver's License.
Miscellaneous Requirements
May be required to work a variety of shifts including nights, weekends, or holidays.

Physical Demands:
Performs bending, sorting, kneeling, and reaching to both ground level and overhead as required for such tasks as retrieving files; lifts and carries up to 10 pounds; pushes and pulls up to 30 pounds; must be able to hold and grip objects; may be subject to sitting for long periods of time; ability to operate a computer keyboard and mouse.
Work Environment:
Primarily indoors with heating and cooling in a general office environment.
