OIP is hiring an Attorney-Advisor to serve on its Initial Request (IR) Staff. The incumbent will report to the IR Staff's Chief, Deputy Chief, and Acting FOIA Public Liaison.

The primary responsibilities of this position involve overseeing and coordinating the IR Staff's FOIA search functions. Core duties include reviewing incoming FOIA requests; drafting targeted, effective search terms; managing staff rosters; tracking and prioritizing the IR Staff's active searches; coordinating with Justice Management Division personnel who conduct OIP's FOIA searches; and engaging with Department leadership offices regarding ongoing search activities. The incumbent will also process FOIA requests, including high-visibility and complex requests for senior leadership office records.

The incumbent will play a key role in streamlining OIP's FOIA search operations and helping to transition these processes toward more efficient, technology-driven methodologies.

In addition, the incumbent will develop subject-matter expertise in assigned FOIA topics and update the corresponding sections of the Department of Justice Guide to the Freedom of Information Act. The incumbent will also provide instructional training and guidance to federal agencies on FOIA compliance, as well as maintaining awareness of developments in FOIA and Privacy Act law, regulations, and policy. The incumbent will perform varied legal work involving the interpretation and application of laws, executive orders, regulations, precedents, and agency practices relating to the FOIA.

This is a non-supervisory position.

Qualifications:
Applicants must possess a J.D. degree (or equivalent), be an active member of the bar (any U.S. jurisdiction).

Preferred qualifications: It is preferred that applicants have knowledge of and a demonstrated interest in the Freedom of Information Act and have administrative law and/or civil litigation experience.

Security Requirements: Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, tax and credit checks, and drug testing. In addition, continued employment is subject to a favorable adjudication of a background investigation. Applicants will be required to qualify for a Top Secret security clearance.

Salary:
GS-12 ($102,415 - $133,142) with promotion potential to a GS-13 ($121,785 - $158,322)
