This Position Is Located in The Executive Office of The President (eop), Office of Administration (oa), Office of General Counsel (ogc). the General Counsel Is the Chief Legal Officer for Oa. Ogc Provides the Full Range of Legal Advice and Services to Officials of Oa.

Duties:

As a Attorney-Advisor (general) Open Continuous, Gs-0905-13/14/15, Your Typical Work Assignments May Include the Following:
  • Provides Legal Advice and Counsel on Extremely Complex and Difficult Legal and Policy Issues Affecting Oa and Eop Officials in The Areas Such as Employment Laws/personnel Law, Equal Employment Opportunity (eeo) Laws, Ethics and Compliance, Appropriations and Fiscal Law; Procurement Law; and Security Law (including Such Matters as Personnel Security and Physical Security).
  • Provides Verbal and Written Advice and Guidance to Oa Officials on Legal Issues, Including Statutes, Regulations, Directives, Guidance and Case Law.
  • Identifies Legal Issues, Demonstrates an Understanding of The Role and Mission of The Eop and Oa, and Effectively Coordinates Within Oa and With Other Legal Counterparts in Eop.
  • Drafts and Reviews Relevant Documents and Develops Memoranda or Other Written Responses from Oa on Legal Matters.
  • Analyzes and Provides Recommendations on Proposed Actions or Approaches of Projects that The Oa Is Undertaking; Explaining Risks, Legal Considerations, and Options to A Variety of Levels of Staff and Managers.
  • Provides Briefings, Presentations, and Trainings to Oa and Eop Staff and Senior Officials on Subjects Required by Law and Others Mandated by Leadership.

Minimum Qualification Requirements: All Applicants Must Meet the Qualification Requirements Outlined Below to Be Considered Minimally Qualified for This Position. the Qualification Requirements Are in Accordance with The Opm Qualification Standards.

Specialized Experience
: Applicants Must Have a Minimum of One Year of Specialized Experience at A Level of Difficulty and Responsibility Comparable to The Next Lower Grade or Comparable Pay Band in The Federal Service or Equivalent Experience in The Private Sector.

Basic Requirements: Applicants Must Meet One of The Following Criteria Listed Below in Order to Meet the Basic Requirement for Attorney-Advisor (general) Open Continuous, 0905.

Education: Applicants Must Possess a Bachelor of Law (ll.B), Master of Law (ll.M), or Juris Doctor (j.D.) Law Degree from A Law School Accredited by The American Bar Association (aba). (must Submit a Copy of Your Transcripts with The Degree Conferred Date, Failure to Do Will Result in An Incomplete Application.)

Bar Membership: Applicants Must Be an Active Member in Good Standing with The Bar of The Highest Court of A State, U.S. Commonwealth, U.S. Territory, or The District of Columbia, and Must Hold a Current, Unrestricted License to Practice Law.

You May Qualify at The Gs-13 Level, if You Fulfill the Following Qualification Requirement: One Year of Specialized Experience Equivalent to The Gs-12 Grade Level in The Federal Service or Equivalent Experience in The Private Sector that Demonstrates Conducting Complex Legal Analysis and Drafting Legal Documents as An Attorney in One or More of The Following Practice Areas: Federal Labor and Employment Law.

You May Qualify at The Gs-14 Level, if You Fulfill the Following Qualification Requirement: One Year of Specialized Experience Equivalent to The Gs-13 Grade Level in The Federal Service or Equivalent Experience in The Private Sector that Demonstrates Making Recommendations on Policies, Analyzing and Evaluating Complex Legal Issues, and Advising Senior Leadership on Legal Matters as An Attorney in One or More of The Following Practice Areas: Federal Labor and Employment Law.

You May Qualify at The Gs-15 Level, if You Fulfill the Following Qualification Requirement: One Year of Specialized Experience Equivalent to The Gs-14 Grade Level in The Federal Service or Equivalent Experience in The Private Sector that Demonstrates Providing Complex Legal Advice, Performing Legal Research, Drafting Legal Documents, and Handling Litigation, as An Attorney in One or More of The Following Practice Areas: Federal Labor and Employment Law.

Quality Ranking Factor:
Expertise in Federal Labor and Employment Law Experience Preferred.

Education:
Applicant Must Possess a Professional Law Degree from A School of Law Accredited by The American Bar Association (aba) and Be Duly Licensed and Authorized to Practice as An Attorney Under the Laws of Any State, U.S. Commonwealth, U.S. Territory, or The District of Columbia, and Be an Active Member of The Bar in Good Standing. You Must Submit a Copy of Both Your Law School and College Transcript with Your Application. Unofficial Transcripts Will Be Accepted. Official Transcripts Will Be Required if You Are Selected for The Position.
