Summary:
The primary purpose of this position is to address strategic legal and policy matters with enterprise-wide significance to the NGB or to the National Guards of the 54 States, Territories, and the District of Columbia. The Special Actions Team advises NGB senior leaders on sensitive legal matters of specific interest to the Chief of the National Guard Bureau, the Vice Chief of the National Guard Bureau, the Director of the Army National Guard, or the Director of the Air National Guard.

Duties:
  • Senior Legal Advisor. Serves as a member of the NGB GC Special Actions Team. As a member of the Special Actions Team of the NGB GC, the incumbent directly advises the General Counsel, Principal Deputy General Counsel, and NGB Leadership on complex and sensitive matters of law and policy that have strategic and enterprise-wide significance to the operations of the NGB and the National Guard.
  • Legal Research and Analysis. Investigates facts, research legal precedents, and marshals evidence involved in extremely complex legal issues concerning National Guard matters. Such research and analysis are used to advise clients and prepare memoranda, reports, correspondence, and other legal materials.
  • Review/Coordination of Documents. Reviews NGB GC correspondence, documents and other communications for legal sufficiency and strategic policy implications at the request of one of the five Deputy General Counsels or at the direction of the General Counsel, Principal Deputy General Counsel, or Senior Deputy General Counsel.

Qualifications:
General Requirements:
  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.

Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.

Knowledge, Skills and Abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the role and duties of the Government attorney, including a practical knowledge of the Model Rules of Professional Conduct for Federal Lawyers and American Bar Association Rules of Professional Responsibility and the rules of the jurisdictions in which incumbent is licensed to practice.

Expert ability to identify strategic policy issues and analyze extremely complex legal and policy matters with enterprise-wide significance to the NGB or to the National Guards of the 54 States, Territories, and the District of Columbia.

Expert professional knowledge of constitutional law, federal law, regulations, and policies relevant to the organization, functions, utilization, and operations of the NGB. This includes expert knowledge of the authorities and responsibilities of the Chief of the National Guard Bureau, the Vice Chief of the National Guard Bureau, the Director of the Army National Guard, and the Director of the Air National Guard.

Knowledge of the federal legislative and inter-agency decision process. Knowledge of computer productivity software, e.g. Microsoft Word, Outlook, Excel, PowerPoint, etc.

Knowledge of the research methodologies, including computer-assisted technologies, necessary to research applicable Federal, State, interstate, and local laws and regulations concerning legal issues of relevance to the NGB, Department of Defense, Department of the Army, and Department of the Air Force.

Superior skills in the areas of oral and written communications and interpersonal relationships.

Part-Time or Unpaid Experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer Work Experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional Conditions of Employment:
  • Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5 (Code "O").

Education:
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
