Summary:
The primary purpose of this position is to serve as a Legal adviser providing legal advice and support to the Commanders and Staff at AFMC, AFLCMC, AFRL, and other AFMC subordinate organizations on all acquisition law matters.

Duties:
This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed.
  • Chief legal counsel for designated acquisition programs.
  • Review complex contractual documents for legal sufficiency and compliance with applicable laws, regulations, and policy. Performs independent professional legal review of contractual documents, contractual forms, and specialized contractual provisions involving millions of dollars and the most difficult and complex issues of fact and law.
  • Examines legal issues raised by requests for formal opinions.
  • Provide oral advice to Contracting Officers and program management personnel at various levels on pertinent issues.

  • Attorney appointments are subject to serve a one-year probationary period.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training
  • Incumbent must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico
  • Incumbent is required to maintain Continuing Legal Education (CLE) currency as established by incumbents bar.

Qualifications:
General Requirements:
  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status and dated within 4 months of the date of the application. A copy of the Bar card is not acceptable proof of good standing.

NH-03: A4.2.3.3. Qualifications Required at GS-12/13 (NH-03) Level. A4.2.3.3.1. General requirements set forth under paragraph A4.1. In addition, one of the following requirements must be satisfied:A4.2.3.3.1.1. Two years of professional legal experience at or equivalent to the GS-11 level or National Security Personnel System YA2 level; orA4.2.3.3.1.2. The second professional law degree (LL.M.), plus one year of professional legal experience at the GS-11 level or National Security Personnel System YA2 level.

NH-04 A4.2.5.1. Qualifications Required at NH-04 (GS-14 or GS-15) Level. General requirements set forth under paragraph A4.1. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.

Knowledge, Skills and Abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Development; and, Facilities contracting matters and the Fiscal, Taxation, Environmental, Anti-Trust, and Patents, Copyright, and Technical Data Rights aspects thereof).
  • Maintenance of a current license as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
  • Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon such research and analysis.
  • Proven skill in effectively communicating, both orally and in writing.
  • Proven skill in using negotiation techniques to protect the Government's position in major acquisition actions.
  • Ability to maintain current knowledge of changing statutory and regulatory guidance as they relate to the duties of the position, as well as general developments in technology that may improve the effective delivery of legal services.
  • Ability to obtain and maintain the appropriate security and program clearance necessary to execute the duties of the position.
  • Ability to conduct oneself in accordance with generally accepted standards of professional demeanor.

Part-Time or Unpaid Experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education:
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
