Summary:The primary purpose of this position is to provide specialized professional legal support and services as the senior attorney for the AF Military Munitions Response Program (MMRP), and as a senior attorney for the Department of the AF Environmental Restoration Program, including providing support to environmental litigation counsel, as well as for environmental legal support on real estate transactions, including housing privatization, enhanced use leasing, and utilities privatization matter
Duties:
- Serves as a Senior Attorney for A Government Entity Environmental Restoration Programs and Policies. Incumbent is responsible for the highly specialized, professional support of the A Government Entitys legally and technically complex, multi-billion-dollar, high mission impact cleanup program on active installations involving Federal, State, and local environmental statutes, regulations, and policies.
- Recognized as subject matter expert in all facets of environmental restoration and related real property law and has significant experience in additional practice areas such as: hazardous materials management, occupational safety and health, natural and cultural resources, environmental release reporting, fiscal law and administrative law.
- Provides assistance to A Government Entity and Department of Justice litigators on matters in dispute in administrative, regulatory, or federal court proceedings. Furnishes primary environmental expert legal advice based on the interpretation or application of federal, state, or local law and regulations to Air Force and Department of Justice litigators at various locations throughout the world.
- Provides assistance to the Air Force Center for Engineering and the Environment and the Air Force Real Property Agency on matters involving environmental restoration as it affects Housing Privatization, Utilities Privatization, and Enhanced Use Lease projects. Furnishes primary environmental expert environmental restoration and real estate related legal advice based on the interpretation or application of federal, state, or local law and regulations to Air Force activities at various locations throughout the world.

Qualifications:
General Requirements:
- You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
- In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Knowledge, Skills and Abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Must have a law degree (JD) from an accredited law school and be a member in good standing of the bar of the highest court of a state or the District of Columbia or other Federal Bar, as appropriate. A Master of Laws (LL.M.) in environmental law is highly desirable.
2. Must have the skill and ability to conduct complex legal research and a familiarity with the research resources most commonly involved in environmental, occupational safety and health, natural and cultural resources, and real property laws. This includes various statutes, Department of Defense and Air Force policy and guidance, the United States Code, cou1t opinions, the Code of Federal Regulations, etc. Familiarity with electronic research resources such as Westlaw, Lexis, etc. is required.
3. Must have in-depth experience as a practicing environmental law attorney and possess at least ten (10) years of relevant experience. Must be thoroughly competent in federal civil procedure, environmental, natural and cultural, and real property law and knowledgeable in administrative and general law. Three years credit will be provided for an LL.M. in a related field.
4. Must be highly skilled in written and oral advocacy in order to prepare and present written and oral briefings before decision makers. Previous experience using computer word processing software such as Word for Windows, Excel, and Power Point is highly desirable but not required.
5. Must possess superior negotiation skills and be capable of high order, rational and logical thinking in order to formulate, coordinate, and present the Air Force legal position before regulators, elected officials, the public, and senior officials for the Air Force and other relevant agencies.
6. Experience working within a large and complex legal organization is highly desirable but not required. Similarly, experience working at high levels with the Department of Defense or A Government Entity is desired but not required.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education:
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
