The Attorney V is the Section's senior litigation attorney responsible for independently performing the most advanced legal work for the State in complex civil litigation, primarily in federal court, and for serving as a quality-control and mentoring resource to less experienced attorneys in the Public Safety Section. Matters routinely involve constitutional questions, civil rights claims under 42 U.S.C. 1983, employment litigation, and other high-impact public safety issues affecting DPS, DAC, SHP, and SBI. This position represents the highest attorney classification within the Section.

Key Responsibilities:
  • Lead complex civil litigation in federal and state courts, including trials and appeals.
  • Develop case strategy, assess risk, and execute motions and trial plans.
  • Draft and review pleadings, briefs, and settlement agreements with precision.
  • Conduct depositions, hearings, mediations, and oral arguments.
  • Review and approve work product of junior attorneys for accuracy and compliance.
  • Mentor attorneys on litigation strategy, writing, and courtroom advocacy.
  • Provide advanced legal advice to DOJ and client agencies on constitutional and civil rights matters.
  • Support Section leadership with caseload management and strategic initiatives.

Knowledge Skills and Abilities/Management Preferences

  • Federal litigation experience, including trial work.
  • Formal supervisory and/or informal mentorship experience with respect to attorneys, paralegals and administrative support professionals.
  • Ease around high-volume litigation and tight deadlines with high impact.
  • Public safety and/or law enforcement defense experience.

Minimum Education and Experience:

Licensed to practice law by the North Carolina State Bar and five years of progressively responsible professional legal experience.
