Office of the Secretary – Office of Legal Services

The Office of the Secretary serves as the department's executive management office. The Secretary is the chief officer of the Department of Conservation and Energy (DCE), in charge of its policy, administration, and operations. The Office of the Secretary is comprised of the Office of Management and Finance, Internal Auditor, the Office of Legal Services, Public Information Office, Technology Assessment, and the State Energy Office.

The Office of Legal Services provides various legal services for all areas of DCE. They provide legal guidance to department leadership, represent the agency in court, at the Legislature, and at administrative hearings, they assist in drafting policies, regulations and orders, and they review contracts and other documents impacting DCE or the state. Additionally, the Office of Legal Services coordinates public records requests for the Department.

Minimum Qualifications:
Possession of a current Louisiana license to practice law plus four years of experience as a practicing attorney.

Job Duties and Other Information
The Attorney Supervisor is a senior-level attorney within the Office of Legal Services (OLS) who oversees and coordinates the work of staff attorneys. Reporting to the Deputy General Counsel, this role ensures legal services are delivered timely, consistently, and in compliance with applicable laws. Responsibilities include planning, assigning, reviewing, and evaluating legal work; providing technical guidance and mentorship; and personally managing complex, high-impact legal matters. Additional duties include, but are not limited to the following:
  • Plans, assigns, and reviews the work of staff attorneys to ensure accuracy, consistency, and adherence to legal standards and agency objectives.
  • Manages attorney workloads, establishes priorities, and ensures timely completion of legal assignments.
  • Provides ongoing technical guidance, mentoring, and performance feedback to subordinate attorneys.
  • Reviews legal work products, including briefs, pleadings, memoranda, and opinions, for quality and legal sufficiency.
  • Oversees litigation activities and plans, assigns, and reviews the preparation of briefs and other work incidental to litigation and court proceedings.
  • Provides strategic direction on complex or high-risk litigation and administrative proceedings.
  • Represents the agency in administrative hearings, mediations, and judicial proceedings as needed.
  • Provides legal advice and guidance to executive leadership, division directors, and program staff on complex legal and policy matters.
  • Advises on statutory interpretation, regulatory compliance, enforcement actions, and administrative procedures.
  • Supports policy development and implementation to ensure legal sufficiency and consistency across the department.
  • Assists in developing internal procedures, best practices, and training materials for legal staff.
  • Promotes consistency in legal interpretation and application across the Department.
  • Performs additional related duties in support of the agency's legal and operational objectives as directed by supervisor, Executive Counsel, and/or executive leadership.

Compensation: The salary offered will be determined based on qualifications and experience.
