The Health Care Stabilization Fund (https://hcsf.kansas.gov/) was created by the Kansas Legislature in 1976 as an essential part of the Health Care Provider Insurance Availability Act. The Fund provides excess professional liability coverage for health care providers as defined by K.S.A. 40-3401(f). An 11-member Board of Governors has statutory oversight over the Fund.

Position Description:
The Staff Attorney is responsible for litigation and claims management involving millions of dollars per year.
Job Responsibilities:
- Manages case files as assigned. Case file management activities include guiding and following the progress and status of each case, monitoring or directing defense activities, analyzing the health care providers' liability, evaluating potential settlement value, and estimating and setting reserves for indemnity and defense costs.
- Attends and participates in settlement conferences and defense meetings. Negotiates settlements, recommends defense and trial strategies, and carries out other case related activities.
- Reviews business entity documentation to determine eligibility for Fund participation and coverage. Collaborates with Compliance Section personnel to address business entity inquiries from insurance agents and health care providers.
- Does legal research, prepares reports, and assists in completing other assigned duties and responsibilities in a timely and efficient manner.
Minimum Qualifications:
- Degree from a four-year college or university
- Juris Doctorate degree from an accredited law school
Preferred Qualifications:
Experience in claims handling or insurance law is helpful

In addition, this position requires a thorough understanding of the Professional Corporation Law of Kansas and the Kansas Revised Limited Liability Company Act.Excellent written and verbal communication skills are necessary. Must have the ability to carry out complex instructions regarding case files in an aggressive but reasonable manner. Because settlement conferences can be extremely stressful situations, the position must be able to work with all types of people, including attorneys and health care providers who may be difficult to deal with.
