Job Summary:
Under the direction of a Deputy General Counsel, this position will work with significant independence, discretion, authority, and client contact to provide legal counsel and representation to clients within the Agency.

Major duties and responsibilities include but are not limited to:
  • In partnership with Deputies General Counsel, serve as a direct client resource for the Office of Inspector General, the Division of Fee-for-Service Management, and the Division of Member and Provider Services, Provider Registration Department, in order to coordinate provider suspension, termination, exclusion and denial processes and administrative cases.
  • Review and analyze trusts associated with applications for benefits, participate in the development and revision of AHCCCS policies, provide legal representation to the agency in various administrative and regulatory matters, assist with the review of ALJ Recommended Decisions and preparation of Director Decisions.
  • Perform legal research, provide legal advice, and prepare related legal documents regarding compliance with state and federal law and other relevant legal authorities regarding the administration of AHCCCS's programs.
  • Supervise and direct subordinate staff (work assignments, setting priorities, hiring, discipline, provide training, approving leave requests, and preparing evaluations).

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Knowledge of or ability to learn:
  • Administrative hearing and rule-making process.
  • Legal research methods and principles and their application.
  • Legal aspects of health care.
  • Entitlement programs including the Title XIX and Title XXI Programs, grant programs and funding.
  • Experience in resolving issues involving the application of State and Federal law as it relates to the treatment of trusts in determining eligibility for AHCCCS and Title XIX programs.
  • Federal and state laws and regulations, AHCCCS programs, policies and procedures.

Skilled in:
  • Writing/preparing complex documents/ reports.
  • Preparation of complex legal documents including pleadings, motions, discovery, affidavits or declarations.
  • Researching, extracting and utilizing relevant information and applying them to complex facts from complex problems, cases and assignments.
  • Utilizing interpersonal skills, sound judgment, oral and written communications, effective negotiation skills, and an adaptable, cooperative and persuasive approach.
  • Strong legal project management and facilitation skills, including project development, organization and prioritization.
  • Leadership and management skills.

  • Identify and perform analysis/synthesis of complex issues and present recommendations and reports.

Selective Preference(s):
Minimum:
  • Juris Doctorate Degree from an accredited law school and the ability to maintain a current and valid license to practice law in the State of Arizona (or qualified for admission on motion).

Preferred:
  • Minimum of three years experience in the following areas: Health law, Medicare/Medicaid healthcare finance, or prior experience representing state or federal agencies Leadership of business, program, and operational units of a large organization.
