The assistant counsel performs legal functions for the Missouri Highways and Transportation Commission (MHTC) and the Missouri Department of Transportation (MoDOT). Serves at the pleasure of the Chief Counsel.

Responsibilities - What you'll do
  • Assists the Commission and Department by drafting contracts, administrative rules, legislation, and legal memos/opinions.
  • Provides legal advice and counsel to the Commission and MoDOT staff on various legal issues.
  • Serves as a member of Chief Counsel's Office central office teams and task forces.
  • Primary legal point of contact on legislative matters and counsel with responsibility for contact and advice relating to proposed and existing legislation and governmental relations. Duties include fiscal note responses, amendment drafting as requested by governmental relations staff, legal review, analysis and explanation, legislative legal research, and bill review.
  • Accountable for meeting Chief Counsel's Office goals and performance measures.

Qualifications - All you need for success
Minimum Qualifications:
  • J.D. Degree
  • Admission to the Missouri Bar
  • Special Working Conditions:
  • Maintains attorney-client privilege.
  • Requires occasional travel, including statewide overnight travel.

Preferred Qualifications:
  • Experience in administrative law and civil litigation.
  • Prior government service.
  • Excellent research and writing skills are preferred.
