Under the direction of the Assistant Chief Counsel, the Attorney IV performs the most complex, novel, difficult and sensitive legal work and has a high level of experience, strong technical skills, and subject matter expertise in reviewing state agency Rulemaking Files for compliance with substantive and procedural standards set forth in the Administrative Procedure Act (APA) (Gov. Code, sec. 11340 et seq.). Additionally, the Attorney IV sits on OAL's File Review and Chapter Two Unit Petition Review Committee, where they are responsible for reviewing the work of less senior attorneys, researching the appropriate handling of proposed regulations, and providing recommendations and guidance during the review process as well as assist with legislation and litigation, as requested.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year.
