Here's What You'll Be Doing
- Represent Executive Director During the Contested Case Hearing Process—handles the More Prolonged, Highly Advanced, or Unusual Matters—and at Agency Agenda Meetings, Alternative Dispute Resolution Proceedings And/or Other Agency Proceedings. Assist the Office of The Attorney General in Civil Actions Brought by Or Against the Agency. Negotiate Settlement Agreements.
- Act as Primary Legal Representative to A Section, Program, or Division of The Agency. Review Work of The Agency's Legal Staff.
- Prepare Legal Opinions on Behalf of Division, Interpreting Provisions and Reviewing Drafts of Laws and Rules Affecting Agency Operations and Administration. Conduct Legal Research. Prepare Legal Opinions, Briefs, and Other Legal Documents.
- Analyze Bills During the Legislative Session for Impact on The Agency.
- Participate in Various Special Projects for The Environmental Law Division, E.G., Conducting Training, Developing And/or Implementing or Assisting in The Development And/or Implementation of Alternative Language Requirements, Serving on The Director Advisory Committee, Serving on Or Assisting the Legislative Assignment Team, Etc.
Qualifications:
Key Qualifications:
- Attorney with At Least 5 Years of Experience Handling Administrative Law Cases Before a State or Federal Agency.
- Experience with Rulemaking And/or Policy Making Projects with A State or Federal Agency.
- Experience with State or Federal Litigation or With Administrative Hearings, Such as With the Texas State Office of Administrative Hearings or With Other Administrative Hearing Processes. Experience as Counsel for A State or Federal Agency for Major Negotiations or Drafting of Settlements or Experience Advising Litigation Counsel at Office of Attorney General or Office of Solicitor General, or Similar Experience, as Agency Counsel for Major Litigation.
Required Education & Experience:
- Admission to The State Bar of Texas Plus Seven Years of Full-Time Experience in The Practice of Law, or Employment in A Responsible Position Involving Legal Work as A Primary Duty or Five Years of Full-Time Experience in The Practice of Environmental Law or Employment Involving Environmental Legal Work.
- **employees in This Classification Series May Research, Work On, or Have Access to Critical Infrastructure, Including but Not Limited to A Communication Infrastructure System, Cybersecurity System, Electric Grid, Hazardous Waste Treatment System, or Water Treatment Facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the Ability to Maintain the Security or Integrity of The Infrastructure Is a Requirement to Be Hired for And to Continue to Be Employed with Tceq.
