About Us:

Recruitment Range: $92,917 - $115,937

  • Provide legal counsel and representation to the Department of State Treasurer (DST), including the Retirement Systems Division and the State Health Plan.
  • Independently handle complex civil litigation—including class actions—on behalf of DST in administrative tribunals and State and federal trial and appellate courts.
  • Serve as senior litigation counsel managing all aspects of litigation: legal research, pleadings, motions practice, discovery, settlement negotiations, trials, post-trial motions, and appeals.
  • Advise the Retirement Systems Division on the proper administration of state retirement and pension plans and ensure compliance with applicable state and federal law.
  • Interpret and apply technical and complex laws, including retirement statutes, Social Security law, IRS regulations, equitable distribution, probate, guardianship, and bankruptcy law.
  • Assist with drafting statutes, administrative rules, and agency technical manuals.
  • Respond to legal inquiries from state agencies, legislators, the judiciary, local governments, and the public.
  • Represent the State in criminal appeals involving complex issues of North Carolina criminal and constitutional law.
  • Maintain thorough familiarity with the APA, Public Records Act, Open Meetings Act, and State and federal civil procedure rules.
  • Comply with all professional rules of conduct applicable to Department attorneys.

Knowledge Skills and Abilities/Management Preferences

Management Preferences:
  • Extensive civil litigation experience, including handling complex civil matters, class actions, or high-stakes administrative litigation from initial assessment through appeal.
  • Exceptional legal writing skills, with a record of producing high-quality pleadings, briefs, opinions, and analytical memoranda in sophisticated areas of law
  • Proven ability to work independently on complex legal matters with minimal supervision, including managing all aspects of case strategy, research, motion practice, discovery, settlement, and trial or appellate work.
  • Strong judgment, initiative, and the capacity to serve as a senior litigator on behalf of a major client agency.

Licensed to practice law by the North Carolina State Bar and four years of progressively responsible professional legal experience.
