Note: Effective July 1, 2025, a 4.62% salary reduction is in place under the Personal Leave Program (PLP), with 8 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

This position is located in Sacramento.

Under the direction of the General Counsel of HDFC, the Attorney IV provides advanced and specialized legal services in support of HDFCs mission: to alleviate California's affordable housing crisis by creating affordable homes through a simpler, faster, and more transparent housing finance system. This position requires a forward-thinking, solutions-oriented attorney who approaches legal challenges with creativity and openness while ensuring all work remains firmly grounded in applicable statutory and regulatory frameworks. In addition to complex transactional work involving federal and state funded grants and loans, the Attorney IV plays a critical role in developing innovative legal frameworks and strategies that streamline statewide housing finance processes. This includes drafting regulations, advising on consolidated program structures, supporting Bagley-Keene compliance, and negotiating interagency agreements. The Attorney IV supports the General Counsel by exercising independent judgement on complex legal matters and may mentor other attorneys in adopting modern, problem-solving approaches consistent with HDFC's mission.

This position requires reporting to an HDFC office a minimum of four days per week. In limited cases, at the Department's discretion, an employee may be approved to work in a remote centered capacity on a temporary basis until appropriate office- space becomes available. Under California Government Code Section 14200, telework eligible- employees must reside in California. The designated headquarters location will be based on the employee's primary residence and may be updated if HDFC criteria are met.
