The California Department of Insurance (CDI) is seeking a dynamic Attorney IV who analyzes the Insurance Code requirements as to 24 different types of licenses issued by California Department of Insurance (CDI) and substantive areas of law outside of the Insurance Code to prosecute disciplinary cases (and orders to show cause) based on regulatory misconduct in other fields (such investment advisors and securities licensees), criminal matters, violation of state or federal laws, and conduct that is against the public interest.

Under the general direction of the Enforcement Bureau Assistant Chief Counsel, the Attorney IV handles complex and difficult legal matters that requires expertise and experience in: litigation, legal discovery, licensing, insurance, contracts, as well as criminal, business, and securities law. These legal matters include: litigation of complex administrative cases regarding compliance with the Insurance Code; handling sensitive legal issues concerning legislation and regulations affecting the Department of Insurance, consumers, and insurers; and, in conjunction with the Office of the Attorney General, representing the Department in matters brought before the Superior Court, the Court of Appeal and the California Supreme Court.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Non-compliance with the Conflict of Interest Code requirements may result in the voiding of appointment, financial penalties, or enforcement actions.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program (PLP) 2025 and related Pay Differential 386. PLP 2025 requires employees to receive a reduction in pay in exchange for monthly hours of PLP 2025 leave credits. Working Conditions:
  • Work in a high-rise office environment.
  • Eligible for telework in accordance with CDIs Telework policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.
  • Some travel is required within and/or outside the state of California via private or public transportation (i.e., automobile, airplane, etc.) Travel will/may include overnight stay.
