Job Description and Duties:
Join the mission-driven team at the Department of Toxic Substances Control (DTSC) as we safeguard California's health and environment. As part of the California Environmental Protection Agency (Cal/EPA), DTSC is dedicated to regulating hazardous waste and overseeing the safe handling, treatment, and disposal of toxic substances statewide. In this role, you'll play a crucial part in ensuring compliance with the legal requirements and supporting our efforts to restore contaminated lands. As an Attorney III you will have the opportunity to:
  • Provide legal support on matters related to administrative, civil, and criminal enforcement actions, specifically related to the Santa Susana Field Laboratory Project
  • Review inspection reports, penalty assessments, and other legal documents
  • Draft administrative orders and civil complaints
  • Develop and update department enforcement policies and procedures in collaboration with other department staff
  • Review and analyze historical Department policies and procedures for present applicability
  • Review and analyze policies, procedures, and guidance from other agencies, such as the California Environmental Protection Agency (Cal/EPA) and the United States Environmental Protection Agency (U.S. EPA) for consistency with the department's policies and procedures

Desirable Qualifications We Look For:

  • Strong legal writing skills
  • Ability to conduct sound legal research and statutory analysis
  • Understanding of the California State statutory laws and provisions of the State Constitution
  • Knowledge of legal principles and application
  • Knowledge of Bankruptcy, Collections, and/or Estate Planning laws
  • Experience in administrative or civil litigation in state and federal courts
  • Knowledge and understanding of environmental laws, such as CERCLA, RCRA, HSAA and HWCL
  • Knowledge of public records requirements
  • Knowledge of government fees and taxes, including, but not limited to, CDTFA and OTA procedures

This position is located at our Regional office in Cypress, CA.

There are no offices available in the Cypress Regional Office, and should the candidate choose to be office centered, they will be provided with a cubicle but would have access to private space when needed for confidential conversations.
