Position Summary:
This Attorney II position is located in Topeka, at the Eisenhower State Office Building, and is within the Office of Chief Counsel. This position researches, plans, develops, and drafts legal documents for policies and programs for all areas within KDOT, except for construction contracts. Develops specifications for agency contracts, which may include drafting master templates containing uniform contract clauses. Responsible for technical decisions or critical issues made in the area of contract development regarding uniformity, accuracy, and conformance with policies and procedures.

Job Responsibilities may include but are not limited to the following:
  • Responsible for identifying and implementing changes in language, policies, and practices for contracts/agreements due to changes in regulations, engineering practices, legal language, or other problems identified or experienced. Drafts, reviews, and negotiates the majority of contracts/agreements submitted to Office of Chief Counsel for review.
  • Provides opinion, advice, and legal research relating to contract interpretation issues. Handles contract dispute and enforcement issues, as necessary.
  • Oversees contract administration for contracts generated or needed by the agency outside of construction and design consulting contracts handled by Construction and Materials attorneys. Develops and implements procedures to accomplish KDOT's responsibilities and to complete contracts and agreements within scheduled timeframes.
  • Serves as legal counsel to the Billboard Regulation program and the Junkyard and Salvage Control Act program. Provides legal advice to Bureau of Right of Way on issues relating to administration and enforcement of applicable statutes and regulations.
  • Handles special projects as assigned by the Chief Counsel. Provides opinion, advice, and legal research as requested. Assesses the impact of proposed legislation on agency operations

Qualifications:
Minimum Qualifications:
  • Certificate of admission to the Bar of the Supreme Court of Kansas or temporary permit to practice law issued by the Supreme Court of Kansas at the time of hire.
  • Valid Driver's License at time of appointment.

Preferred Qualifications:
One year of experience drafting and reviewing government agency contracts, or related experience.
