General Job Information
Introduction:
This position is located at the Public Employee Relations Board (PERB), an independent agency of the District of Columbia government. PERB's mission is to resolve labor-management disputes between District government agencies and the labor organizations that represent their employees.

The Attorney Advisor provides in-house legal counsel and guidance regarding statutory interpretation, policy development, regulatory compliance, and the implementation of laws under PERB's jurisdiction. The role requires a high level of legal proficiency in labor and administrative laws.

Duties and Responsibilities:
  • Provide legal advice and conduct in-depth legal research related to proposed legislation, existing statutes, regulatory history, and amendments to District and Federal laws.
  • Prepare legal memoranda, opinions, and reports on complex legal matters involving labor-management relations.
  • Draft written testimony and talking points for senior legal staff or agency leadership for use in hearings before the Council of the District of Columbia, Congressional committees, and public forums.
  • Review and respond to sensitive inquiries and correspondence from the Mayor, Councilmembers, other government officials, private organizations, and members of the public.
  • Evaluate existing laws and regulations to identify the need for revisions, new rules, or administrative procedures; recommend and draft new or amended legislation accordingly.
  • Represent the agency in complex administrative hearings; prepare legal briefs, motions, and supporting documentation for agency cases.

Qualifications and Education:
Applicant must at least possess one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes experience in legal services, and legal practices areas or performing similar work processes.

Must possess a Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) degree from a law school accredited by the American Bar Association (ABA).

Must have a minimum of two (2) years of post-J.D. legal experience, including at least one (1) year equivalent to the LA-11 grade level or its non-District equivalent, in a specialized legal area.

Licenses and Certifications:
Applicant must be an active member in good standing of the bar of the District of Columbia or be eligible to waive into the D.C. Bar. If eligible for waiver, incumbent must apply for admission prior to commencing employment and successfully obtain admission to the D.C. Bar within 360 days of commencing employment. Applicant shall remain a member in good standing of the D.C. Bar while employed in the Legal Service

Working Conditions/Environment:
The work is primarily performed in a typical office setting.

Tour of Duty: Monday – Friday 9:00 a.m.- 5:30 p.m.
