Job Summary:This position is located in the Government of the District of Columbia, Department of Insurance, Securities and Banking (DISB), Office of the General Counsel (OGC). The purpose of this position is to provide proficient legal advice in the insurance and administrative procedure practice areas within DISB.
Duties and Responsibilities:
Incumbent Supports the Insurance and Risk Finance Bureau in the following tasks:
Provide legal advice relating to the interpretation and applicability of all insurance laws, rules and regulations administered by DISB regarding complex legal cases. Provide legal advice and representation in complex insurance matters, including liquidations and rehabilitations, mergers and acquisitions of District-domiciled insurance companies, matters involving unauthorized entities. Represent DISB in insurance cases involving violations of the District insurance laws before the DISB Hearing Officer and the D.C. Office of Administrative Hearings. Prepare evidence briefs, briefs, motions and other documents to support cases, as necessary. Review and revise directives and correspondence, and other legal documents related to policy implementation and enforcement actions.
Provide legal and interpretive advice related to all insurance companies and other licensed entities doing business in the District of Columbia. Completes research on complex, critical substantive matters in response to requests from the Mayor, Deputy Mayor(s) and agency heads. Keeps abreast of judicial, agency, and other changes in laws and regulations related to the functions of the division/section. Recommending appropriate course of action to supervisor, as deemed necessary. Provides technical guidance and assistance to junior attorneys of the division/section in areas of special expertise. Handles urgent and sensitive advisory and confidential matters for the DISB.
Qualifications and Education:
Must have a law degree (LLB) or (JD) from an American Bar Association (ABA) accredited law school and have at least seven (7) years post J.D. experience one of which was specialized experience equivalent to the next lower grade level.
Licenses and Certification
Must have a law degree and be a member of the District of Columbia Bar in good standing or waive into the D.C. bar within 360 days of appointment to the position. If waiving into the D.C. bar, you must provide proof of your completed, submitted bar application before being appointed to the position. An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during their employment in the Legal Service.

The work is performed in an office environment.
