Job Summary:
This position is located in the Department of Health Care Finance (DHCF), Office of the General Counsel, and will have the responsibility of providing proficient legal advice within DHCF.
Duties and Responsibilities:
The incumbent provides expert legal advice and conduct extensive reviews of various legal documents, and provide statements of reasons, drafts letters, memoranda, and recommendations. Consults with management on legalities and provides clarification of policies, statutes, and legislation review and evaluates existing statutes and regulations to determine the need for new regulations. Confers with District government officials, members of administrative bodies, and officials outside of District government regarding actions taken against DHCF.
The incumbent also represents DHCF in administrative hearings and legal proceedings concerning DHCF, Medicaid, and other health care benefit programs. Provides legal analysis of rules, memoranda, legislation, and other legal documents related to Medicaid, Alliance, and other health care programs. Provides legal guidance on District laws, rules, and policies implementing the provision of Medicaid-covered services. Assists in the review and development of new programs and assists in the review and development of the State Plan Amendment, Waiver, and attendant rules.
Qualifications and Education:
The incumbent must possess a LLB or Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of appointment.
The incumbent must have at least two (2) years of post J.D. professional legal experience at or equivalent to the LA-12 grade level, or its non-District equivalent.
Licenses and Certifications:
Must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment. An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his or her employment in the Legal Service

The work is performed in a typical office setting.

- Collective Bargaining Unit (Union): This position is represented by a collective bargaining unit and is subject to union dues thru payroll deduction.
Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
Position Designation: This position has been designated as security sensitive; therefore, the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
