This position is located in the General Counsel Office at District of Columbia Department of Motor Vehicles (DMV). The mission of the Department of Motor Vehicles is to promote the safe operation of motor vehicles and public safety, while providing outstanding customer service. This position is responsible for providing proficient legal advice in multiple practice areas within the Office.
Duties and Responsibilities:
Serves as a senior attorney in the Agency/Office/Division/Section handling the more complex and difficult matters. The incumbent of this position provides legal advice, conducts extensive and detailed legal research and writes on a variety of topics and matters, including but not limited to proposed legislation and regulations on both a Federal and District level. Reviews, researches and prepares responses to selected and sensitive and often confidential inquiries and correspondence from the Mayor, member of the Council of the District of Columbia; officials of the District and Federal governments and surrounding jurisdictions, members of the private sector, both individual and organized, and the general public. Assists with conducting a continuing review and evaluation of existing District of Columbia and Federal laws and regulations to determine the need of new laws and regulations and provides clarification and recommendations in instances of ambiguities or conflict with other laws and regulations. Recommends and drafts new enabling legislation and amendments to existing legislation for review and approval, as appropriate. Represents the agency in complex administrative hearings and prepares evidence, briefs, motions, and other documents to support cases as necessary. Assists the Office and/or the Office of the Attorney General with litigation.
Reviews records of hearings, including briefs filed, exceptions, rulings, tentative decisions, transcripts, exhibits, reports, recommendations, findings of fact, and conclusions of law. Analyzes same and provides recommendations to the General Counsel. Confers with and incorporates the concerns of the District Government officials, members of administrative bodies, and officials outside the District Government regarding all actions taken during reviews, as well as the conclusion from proceeding on other matters handled. Keeps abreast of judicial, legislative, administrative, and other changes in laws and regulations related to the functions of the Agency. Recommends appropriate course of action to General Counsel, as deemed necessary. Compiles monthly statistical and status reports of assigned matters.
Qualification and Education
Must possess a Master of Law (LL.M) or Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of appointment. Must have a least three (3) years of post LL.M or J.D professional attorney experience.
Licenses and Certifications:
Must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment. An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service.
Working Conditions/Environment:
The work is performed in a normal office setting. Work is of a physically sedentary nature. The nature of the work requires adherence to a structured schedule.

Pay Plan, Series and Grade: LA-0905-14
Promotion Potential: No known promotion potential.
Collective Bargaining Unit (Non-Union) This position is not covered by a collective bargaining agreement.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to (a) criminal background check; (b) traffic record check (as applicable); (c) consumer credit check (as applicable); (d) reasonable suspicion drug and alcohol test; and ( e) post-accident or incident drug and alcohol test.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
