Summary:
This position is located in the A Government Entity, Office of General Counsel.

Duties:
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a/an Attorney Advisor (General), you will:
  • Perform legal work involving difficult and complex legal and policy questions whose resolution may require a high degree of original and creative effort. This work involves identification of issues; research, analysis, and evaluation of data and other relevant information; and the oral and written presentation of the attorney's analyses and conclusions in a logical, cohesive, and appropriately persuasive manner.
  • Draft and present training on a variety of different ethics related topics to Department employees that may include senior leadership.
  • Provide advice and counsel to Department employees on matters related to the applicable government-wide standards of ethical conduct, criminal conflict of interest statutes, the Hatch Act, and the HUD Reform Act.
  • Review Confidential and Public Financial Disclosure Reports, which includes ensuring technical accuracy of reporting as well as analyzing and solving potential conflicts of interest or other ethics issues arising from these reports. Review includes the review of Nominee Financial Disclosure Reports for the Agency's Presidentially Appointed, Senate Confirmed officials and includes communicating closely with the nominee in a confidential and timely fashion.
  • Draft responses to Freedom of Information Act Appeals and Secretarial Appeals

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications:
You must meet the following requirements by the closing date of this announcement.

Basic Requirements:
Applicants MUST:
  • be a graduate of an accredited law school with an LL.B. or J.D.;
  • be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and
  • meet all specialized experience requirements as described in the vacancy announcement.

Specialized Experience for the GS-14:
For the GS-14: You must have one year of specialized experience at the GS-13 grade level in the Federal service or equivalent. Specialized experience for this position is defined as:
  • Experience analyzing and applying laws, rules, regulations and related authorities concerning government ethics laws, the Hatch Act and its implementing regulations, the Federal travel regulations, the Federal criminal conflict of interest statutes (18 U.S.C. 201-209) and guidance issued by the Office of Government Ethics (OGE).; AND
  • Experience providing substantive legal reviews of Financial Disclosure reports, including nominee reports, for compliance with applicable conflict of interest statutes and regulations.; AND
  • Experience analyzing and interpreting federal, state or local statutes. AND
  • Managing a heavy workload and developing and maintaining productive working relationships with clients, other organizations and stakeholders, and the public.

For the GS-14, you must:
Have a professional law degree (LL.B. or J.D.) plus four (4) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-13 level in the Federal service.

Or

Have a second professional law degree (LL.M.) plus three (3) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-13 level in the Federal service.

Or

Have a first professional law degree (LL.B., or J.D.), plus superior law student work (academic standing in upper 1/3 of the law school graduating class, high-level honors for academic excellence in law school, winning of a moot court competition with other law schools, significant work or achievement on the school's official law review, significant summer clerkship or other evidence of clearly superior achievement) plus three (3) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-13 level in the Federal service.

For the GS-13: You must have one year of specialized experience at the GS-12 grade level in the Federal service or equivalent. Specialized experience for this position is defined as:
  • Experience analyzing and applying laws, rules, regulations and related authorities concerning government ethics laws, the Hatch Act and its implementing regulations, the Federal travel regulations, the Federal criminal conflict of interest statutes (18 U.S.C. 201-209) and guidance issued by the Office of Government Ethics (OGE).; AND

Have a first professional law degree (LL.B., or J.D.), plus superior law student work (academic standing in upper 1/3 of the law school graduating class, high-level honors for academic excellence in law school, winning of a moot court competition with other law schools, significant work or achievement on the school's official law review, significant summer clerkship or other evidence of clearly superior achievement) plus two (2) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-12 level in the Federal service.

For the GS-12: You must have one year of specialized experience at the GS-11 grade level in the Federal service or equivalent. Specialized experience for this position is defined as:
Experience analyzing and interpreting federal, state or local statutes, conducting legal research and preparing legal opinions and other legal writings.

For the GS-12, you must:
Have a professional law degree (LL.B. or J.D.) plus two (2) years of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-11 level in the Federal service.

Or

Have a second professional law degree (LL.M.) plus one (1) year of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-11 level in the Federal service.

Or

Have a first professional law degree (LL.B., or J.D.), plus superior law student work (academic standing in upper 1/3 of the law school graduating class, high-level honors for academic excellence in law school, winning of a moot court competition with other law schools, significant work or achievement on the school's official law review, significant summer clerkship or other evidence of clearly superior achievement) plus one (1) year of professional legal experience, at least one of which must be specialized experience at a level of difficulty comparable to the GS-11 level in the Federal service.
