About this Job:The Attorney 4 will be expected to provide a full range of legal services to the Board of Commissioners of the Port of New Orleans (the “Board”). The Attorney 4 will report to the General Counsel and assist the Executive Counsel and General Counsel in handling matters that may involve multiple specialized areas of law, including but not limited to Louisiana property law, state and federal public bid and procurement laws, Louisiana ethics law, the General Maritime Law of the United States, the Jones Act, state and federal employment laws, state and federal contract laws and other general advices applicable to public entities. Additionally, due to the Board's legislative affiliation with the New Orleans Public Belt Railroad for the Port of New Orleans (“NOPB”), the Attorney 4 may also be required to provide legal services and advices in matters that may involve the Federal Employers Liability Act (“FELA”), the Federal Railroad Safety Act (“FRSA”) and other rules and regulations of the Federal Railroad Administration (“FRA”), as well as labor disputes, time claims and disciplinary matters involving varying crafts and multiple collectively-bargained union agreements.
Minimum Qualifications:
Possession of a current Louisiana license to practice law plus three years of experience as a practicing attorney.

Job Duties and Other Information
Job Duties:
Transactional/Governmental Duties:
- Prepare, review and revise leases ,servitudes, permits, cooperative agreements, contracts, memoranda and other legal documents;
- Prepare and revise bidding packages, requests for proposals, and other legal documents for the procurement of public works, materials and services in accordance with public contracts law and other specialized areas of law;
- Advise senior management, Executive Counsel and General Counsel regarding legal issues involving policies, public contracts law, public records law, open meetings law and other complex legal questions affecting the daily operations of the entities;
- Assist ,coordinate and monitor efforts of outside counsel engaged on the Board's behalf regarding transactional matters;
- Advise the Board's Real Estate department regarding property law issues, landlord-tenant matters, environmental issues and other legal matters;
- Assist the board's Human Resources personnel and other directors and officials in preparation of manuals and policies governing procedures and operations of the entities and provide legal review of documents relating to personnel, disciplinary and similar matters;
- Review and comment on pending legislation and drafts; draft, review and analyze new legislation which may affect the Board; recommend, respond to and report to the Board's senior executive staff on the need for additional legislation to accomplish the Board's mission and objectives; and
- Draft, revise and promulgate the ordinances used to regulate Board operations.
Litigation Support and Other Matters:
Assist with The Preparation of Pleadings, Briefs and Other Legal Documents, and Otherwise Assist in The Representation of The Board And/or Nopb in Complex and Important Litigation Before Trial, Bankruptcy and Appellate Courts and Administrative Tribunals, Mediation and Settlement Negotiations and Regulatory Bodies on Matters Such as Jones Act Claims and Other Maritime Personal Injury, Fela Claims, Bridge Accidents, Wharf Damage and Other Marine Casualties, Worker Compensation, Civil Service Appeals, Unemployment Compensation Claims, Disciplinary Hearings and Other Employment-Related Matters, Collection and Bankruptcy Matters, Real Estate Evictions, Sequestrations Sheriff's Sales, Mandamus Proceedings, Labor Disputes and Other Legal Matters;
Assist in The Analysis and Review of Fmc Matters to Determine the Applicability of Or Need for Revisions to The Board's Tariff Governing Port Operations;
Assist with Final Review of Documents Responsive to Public Records Requests; And
Other Duties as Directed. Must Possess and Maintain a Notarial Commission.
