This position is in a Career Progression Group up to an Attorney 4. As part of a Career Progression Group, vacancies may be filled from this recruitment as an Attorney 3 or 4 based on the qualifications of the selected applicant. Minimum Qualifications:
Possession of a license to practice law in the state of Louisiana, plus three years of experience as a practicing attorney.

Examples of Work:
This position will serve as the Attorney in the Office of State Parks (OSP). Currently the Office of State Parks is comprised of 21 State Parks, 15 Historic Sites, along with other undeveloped property; and as a whole serves approximately 1.9 million visitors annually. Legal documents/needs for the agency include, but are not limited to, Title 25 monitoring, policies & procedures, lawsuits, legal compliance, contract drafting, revenue manager, public records requests, etc.

40%
  • Manages, directs, and supervises the Public-Private Partnership (P3) Program.
  • Researches, investigates, develops, and advises the Assistant Secretary and Lieutenant Governor with viable P3 options that fit the mission of the Office of State Parks.
  • Prepares and reviews legal documents (request for proposals, contracts) for P3's with OSP.
  • Monitors all active P3 Programs for payments and deliverables.
  • Main point of contact for P3 Partnerships.

30%
  • Represents the Department of Culture, Recreation, and Tourism (DCRT), OSP in litigations before trial and appellate courts and administrative tribunals, such as department land transactions, etc.
  • Represents the agency in complex procedural and substantive legal and regulatory proceedings involving multiple scientific, technical, regulatory, and legal issues combined, such as Title 38 and Title 25, etc.
  • Manages, collects information, and disseminates requested documentation as a result of public records requests.
  • Assists with revenue management for overnight facilities.
  • Creates, updates, and maintains a disaster recovery plan for FEMA for OSP.
  • Prepares, assists in drafting, and reviews the preparation and negotiation of contracts, requests for proposal, and other legal documents, such as Title 38, Friends Groups agreements, concession agreements, contracts, land agreements, etc.
  • Monitors and revises Title 25 - Office of State Parks Rules & Regulations - as needed. Works with OSP staff to ensure all rules are accurate and current, and add/remove items as necessary.
  • Monitors and revises OSP Policies & Procedures (PPM's). Works with OSP staff to ensure all PPM's are accurate and current, remove unnecessary PPM's, and add new policies and procedures when changes occur within the agency.

  • Focuses in real-estate law, contract law, public bid law, and state procedures.
  • Collaborates with other lawyers, vendors, or government agencies to execute paperwork or complete transactions.
  • Advises department officials on their legal issues as needed.
  • Provides legal counsel for OSP and is responsible for providing technical legal direction, advice, assistance, consultation, and representation to the Assistant Secretary & Deputy Assistant Secretary for OSP.

  • Manages contract process for legal projects.
  • Reviews agency paperwork, particularly contracts, and draft business documents.
  • Drafts and reviews new legislation.
