The Iowa Utilities Board is seeking an Attorney 2 in its Regulatory Law bureau to fill a permanent, full-time, contract and merit-covered position.

This position will assist the Board bureau in the performance of statutory duties pursuant to Iowa Code section 474.10. This includes giving advice and counsel to the Utilities Board and its staff, drafting Board orders, defending those orders in judicial review proceedings, conducting rulemaking proceedings, and generally providing legal services in the area of public utility regulation to the Board and its staff.

The successful candidate will be able to research and develop legal strategy; analyze filings, testimony, data, and exhibits; and make objective recommendations and decisions concerning regulatory issues based on applicable laws, policies, and precedents.

Strong oral and written communication skills are required. All work is performed under appropriate supervision by attorneys of a higher classification. Occasional travel is required and may include overnight stays.

Only applicants who meet Minimum Qualification Requirements and meet all selective requirements will be placed on the eligible list.

Minimum Qualification Requirements:
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  • Graduation from an accredited school of law, and experience equal to two years of full-time work in the practice of law; not including experience as a law clerk.
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work with the employing agency in the practice of law; not including experience as a law clerk.

Additional Qualification Requirements
Within a period of time after hire, as determined by the appointing authority, employees in this class may be required to be admitted to the Iowa State Bar if required at the time of appointment.
