About this Job:The Department of Culture, Recreation and Tourism is under the direction of the Lieutenant Governor. This position provides legal consultation to six diverse agencies (the Office of Tourism; the Officed of State Parks; the Office of the State Museum; The office of the State Library; the Office of Cultural Development; and the Office of the Secretary), the Office of the Lieutenant Governor, and numerous boards and commissions. Together, these offices comprise 65 sites statewide and over 700 employees. These sites are located throughout the State of Louisiana and are in some remote areas.
This position will report to the Attorney-General Counsel 2 in the Office of the Secretary (OS), receiving executive direction from the Administration. OS is the executive arm of the Department of Culture, Recreation, and Tourism (DCRT). The OS Administrative Program is responsible for directing, overseeing, and implementing the goals of DCRT and their Office of the Lieutenant Governor (OLG), including all the agencies and programs for which the DCRT and OLG are responsible. The OS ensures the DCRT and OLG goals, implementation strategies, and processes are in accord with legislative, judicial, and executive limitations and authority.

Job Duties:
- Manages, directs, and supervises the Public-Private Partnership (P3) Programs
- Researches, investigates, develops, and advises the Undersecretary and Lieutenant Governor with viable P3 options that fit the missions within the Department of Culture, Recreation and Tourism
- Prepares and reviews legal documents (request for proposals, contracts) for P3's with DCRT
- Monitors all active P3 Programs for payments and deliverables
- Main point of contact for P3 Programs
- Serves alongside the chief legal counsel for the Office of the Lieutenant Governor and Department of Culture, Recreation and Tourism, providing advice and consultation on legal policies, decisions, and actions.
- Researches and prepares opinions on legal issues to guide policymaking and program implementation.
- Prepares, facilitates, and/or reviews the preparation and negotiation of more complex contracts, cooperative endeavors, grants, property transactions, leases, requests for proposals, and other legal documents ensuring compliance and/or determining legal ramifications especially where large sums of money are involved.
- Participates in the establishment and execution of goals, objectives, and priorities of OLG and DCRT
- Drafts and/or identifies and tracks state legislation that is intended to may affect OLG and/or DCRT; provides analysis, status and advocacy reports, and prepares and provides testimony for executive staff, legislators and stakeholders during the legislative session; and acts as the department's advisor on legislative procedure.
- Promulgates, revises, and repeals administrative rules and regulations, in accordance with the Administrative Procedure Act.
- Researches and renders final opinions on the applicability and impact all rules and regulations of the Department and interprets laws, rules, and regulations affecting the Department and other matters pertaining thereto.
- Supervises, manages and reviews work performed by attorneys working under contracts for professional services, with the exception of those services provided within the DCRT professional legal services contract relating to personnel services.
- Drafts requests on behalf of the Department of opinions from the Louisiana Board of Ethics and Attorney General.
