Job Summary:
Provides a high level of professional legal services to the University in compliance with federal and state laws.
  • Provides primary legal support for all University procurement and purchasing related matters, including drafting and negotiating a large volume of non construction procurement contracts for goods and services, with particular emphasis on information technology, software licenses, consulting services. Also provides transactional legal support for revenue generating and other agreements, including those supporting auxiliary operations (such as the South Beach Food & Wine Festival). Drafts, reviews, and negotiates various academic agreements, including MOUs and collaborative arrangements with foreign institutions, ensuring alignment with University policies, accreditation requirements, and applicable U.S. and international legal frameworks.
  • Provide legal advice to University community regarding procurement regulations, contracting, public records and open meetings laws, relating to procurement, and federal and state laws, rules and regulations governing university expenditures. Conducts legal research and renders interpretative guidance as needed in areas of expertise. Perform legal research for the senior attorneys in the firm on occasion and as needed.
  • Serve as General Counsel liaison for University enterprise-wide procurement contract management system, supporting ongoing execution, governance, and optimization efforts to enhance functionality, user adoption, and process efficiency. Interacts with members of the University community, legal professionals, officials of the State and Federal government. and others.
  • Provide legal advice in drafting policies and procedures to ensure that the university complies with new laws as enacted and continues to comply with existing laws. The areas of regulatory compliance include complying with the regulations of the Florida Board of Governors and FIU Board of Trustees.
  • Performs other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
  • Provide primary legal support for University competitive solicitations and bids in the area of procurement (non-construction) and provide counsel on any disputes or potential disputes regarding University contracts.

Minimum Qualifications:
  • Law degree (L.L.B. or J.D.) and licensed to practice law with five (5) years of experience as an attorney. Must be a member of the Florida Bar or become a member within twelve months of employment.
