Minimum Qualifications:
Member of the New York State Bar and at least four years of experience in the practice of law. Strong interpersonal and management skills are required based on the sensitive and confidential nature of the position

Duties Description:
The Associate Counsel will provide legal assistance and support to executive and senior staff on a variety of complex issues. Typical tasks and activities may include, but are not limited to the following:
  • Serve as a litigation Counsel and the primary Counsel for issues related to the Freedom of Information Law (FOIL) and ethics to include analysis of legal issues.
  • Prepare briefs, research federal, state, local laws and policies, draft and review legislation.
  • Draft and negotiate contracts and agreements.
  • Represent the agency in legal proceedings in all courts including litigation and cases at judicial, quasi-judicial and administrative proceedings.
  • Work with state, federal and local agencies and other partners and provide assistance on questions of law and procedure.
  • Assist in the review, revision and preparation of the rules and regulations promulgated by State agencies.
  • Perform the full range of supervisory duties.

Note: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
