Duties DescriptionThe Associate Counsel position is responsible for analyzing, summarizing, briefing, and drafting legislation before the New York State Senate. The Associate Counsel works collaboratively with members of the Senate Minority Conference Counsel & Program staff to analyze and brief the State Budget, legislation, and policy matters before relevant Senate committees.

Duties of this position include:

Brief Conference members on proposed legislation and policy matters, and independently research statutes, regulations, public records, databases, and other information sources to collect and analyze data and assess potential impacts on individuals, businesses, organizations, and other affected entities throughout New York State.
Provide research and policy analysis to assist Senators in preparing for and participating in committee meetings, joint legislative budget hearings, fiscal hearings, and Senate floor proceedings.
Analyze the Executive Budget, Senate and Assembly one-house budget proposals, and Enacted Budget materials and provide recommendations and briefing materials to the Conference.
Draft and review legislation, memoranda, bill summaries, talking points, correspondence, and other materials as needed.
Monitor legislative and policy developments and provide timely updates and analysis to Conference members and staff.
Work with relevant stakeholders, including advocacy organizations, local governments, businesses, and other interested parties, to ensure their comments and concerns are communicated effectively to Senators.
Collaborate with other Counsel & Program staff on legislative, budgetary, and policy initiatives.

Minimum Qualifications

Juris Doctor (J.D.) required.

Additional Comments

Salary range is $70,000 to $75,000, commensurate with experience.
