The City of Raleigh is seeking a devoted Associate City Attorney to provide a broad range of legal services to the City Council, the City Manager and City Officials and staff in the conducting of City business, as well as providing formal and informal legal opinions and drafts a variety of documents, ranging from a low to high level of complexity. To perform this job successfully, an individual should have knowledge of Word Processing software and competent use of legal research software (Westlaw) and the ability to use law office management software implemented by the office.

Duties and Responsibilities:
  • Provides a broad range of legal services related to municipal operations as directed by the City Attorney, particularly in Code enforcement, litigation, and general law practice.
  • Provide day-to-day legal advice to Code enforcement officers engaged in various types of enforcement, including but not limited to, zoning, building code, minimum housing code and public nuisance. Draft and review enforcement documents; initiate civil actions to pursue enforcement remedies; and negotiate, draft and review settlement agreements.
  • Participates in problem-solving on a variety of City issues and special projects from the legal perspective, interpreting laws, rulings, and regulations.
  • Serves as a member of a team of highly experienced professionals in a dynamic law office setting.
  • Assists other attorneys in litigating complex matters in State and federal court and before various agencies.
  • Provides support to more senior attorneys on projects, departmental assignments, and administrative tasks.
  • Researches a variety of legal issues and provides legal advice and direction to City representatives.
  • Works with City Departments in providing day-to-day advice on departmental operations.
  • Reviews and drafts contracts, documents, ordinances, and city regulations.
  • Reviews, processes, and assists in the defense of claims made against the City or its officials or employees.
  • Works with administrative staff in appropriately asserting bankruptcy claims on behalf of the City.
  • On occasion, may represent the City Attorney's Office when attending staff, community, and other meetings.
  • May assist in the City's acquisition of property interests pursuant to the City's power of eminent domain and may litigate or assist others in litigating condemnation claims.
  • Assists the City Attorney or other attorneys in addressing matters as they may arise.
  • As the candidate gains experience, more complex and independent work is expected.

Typical Qualifications:
Education and Experience:
  • Juris doctorate degree (J.D.) or equivalent required. Graduation from an accredited school of law. Relevant experience is helpful but not required and an emphasis or interest in areas of law relevant to municipal practice is preferred; interest in local government and public service.

Licensing and Certifications
Eligibility to practice law in North Carolina required by start date. Admission before U.S. District Court for the Eastern District of North Carolina required after hire date.
