Description:

The Advice & Opinions practice group is currently recruiting for Assistant Solicitor position. The practice group provides advice on a wide range of matters impacting the Mayor and City Council, including opinions on the interpretation of city, state and federal laws and regulations. The Practice Group reviews the form and legal sufficiency of bills before the City Council, reviews legislation introduced in the Maryland General Assembly and gives advice on responding to Public Information Act requests.

Essential Duties and Responsibilities_ (not inclusive)_
  • Provide timely, detailed and sufficient response to Public Information Act requests.
  • Review the form and legal sufficiency of bills before the City Council and Maryland General Assembly; may be called to testify before such entities.
  • Interpret city, state and federal laws and regulations; provide sound advice on legal matters impacting the Mayor and City Council.
  • Perform legal research and render legal opinions on questions that are raised and submitted by City government departments and agencies

Relevant Knowledge and Skills
  • Knowledge of Maryland law regarding local government authority and powers.
  • Working knowledge of Maryland Code and Rules.
  • Working knowledge of the Maryland Public Information Act and Maryland Open Meetings Act.
  • Working knowledge of appropriate Baltimore City Code and Charter provisions.
  • Strong legal research and analytical skills.
  • Strong interpersonal skills required to work with the city and state entities.
  • Excellent oral and written communication skills.
  • Ability to handle large amounts of work and juggle multiple priorities and deadlines.
  • Strong technology skills including proficiency with Microsoft Office software and legal research platforms such as Westlaw.
  • Ability to work independently as well as in a team environment.

Education & Experience Requirements:
  • A law degree from an accredited law school
  • At least two (2) years-experience of practicing law
  • Experience with PIA requests and legislative law preferred

License, Registration & Certificate Requirements
Admission to the Bar of the State of Maryland is required.
