Position Title: Assistant General Counsel – Transmission

Reports to: General Counsel

FLSA Status: Exempt

Basic Functions: The Assistant General Counsel – Transmission will support the AMP Transmission, LLC (AMPT) team on acquisitions of existing assets by drafting and negotiating purchase and sale agreements and related interconnection and O&M agreements, and presenting to city councils and open houses on projects. This individual will also support the FERC-accepted rate updates and state regulatory processes and ensure compliance with all relevant FERC, NERC and RTO tariffs, rules and regulations. This individual will ideally be highly versatile and self-motivated, capable of exercising sound legal and business judgement under time sensitive and fast paced conditions, to deliver a high-quality work product that furthers AMP's business objectives.

Essential Functions:
  • Structure, draft, negotiate and facilitate purchases of existing transmission assets, including infrastructure and real property, and related agreements.
  • Provide legal support and direction on the review, preparation, and administration of AMPT's budget and projected and actual transmission revenue requirements (PTRR, ATRR, annual updates) and related rate filings.
  • Efficiently work with outside counsel on state regulatory requirements as necessary within budget and/or timing constraints.
  • Provide in-person legal support at city council meetings and open houses as needed to advance AMPT projects aligned with its mission.
  • Provide legal and compliance-related support for the transmission business (such as market abuse) and keep up to date with relevant changes in the compliance landscape.
  • Manage various projects and exercise sound business and legal judgment with appropriate attention to detail in a fast-paced and high-volume environment with often competing and ever-shifting priorities.
  • Communicate directly with AMP staff across multiple departments or stakeholders to advise on legal issues, contractual obligations, and discuss strategies to mitigate risks.
  • Assist in the preparation of reports or other communications to the entities subject to open record requirements while maintaining the confidentiality of proprietary information.
  • Demonstrate strong appreciation for AMP's Mission, Vision and Values and AMP's Member focus, including a strong emphasis on a customer-service mindset.
  • Perform other duties as assigned.

Knowledge, Skills, and Qualifications:
  • Admitted to the practice of law in Ohio (admission in Delaware, Indiana, Kentucky, Maryland, Michigan, Pennsylvania, Virginia or West Virginia is helpful but not required).
  • A minimum of five years of relevant experience in transmission rate setting.
  • Knowledge of transmission cost allocation, and generation interconnection philosophies, rules and processes.
  • Must demonstrate ability to forge strong working relationships, build consensus, have strong interpersonal skills and function extremely well in a team environment.
  • Proficiency in Microsoft Office.
  • Must be willing to travel.

Skills and Experience:
  • Must have experience with PJM transmission expansion processes.
  • Must have experience with NERC requirements regarding transmission ownership and operations preferred.
  • Strong knowledge of the utility industry, including regulatory and operational risks.
  • Knowledge of and experience in compliance and regulatory matters, including FERC Standards of Conduct and market abuse regulations.
  • Exceptional written and verbal communication skills, with experience communicating legal principles to business teams and those with non-legal backgrounds.
  • Ability to prioritize multiple projects/tasks with attention to detail and ability to be a self-starter.
