Position Overview:The Office of General Counsel is seeking to hire a dynamic, collaborative, detail-oriented licensed attorney in Illinois to serve as an Assistant General Counsel. The Assistant General Counsel will conduct investigations of forms of discrimination, harassment, retaliation, sexual harassment, workplace violence, and other matters under the jurisdiction of the Bureau of Civil Affairs. The Assistant General Counsel serves as a supervisor of EEO investigators, assigning and reviewing work, as well as providing guidance to staff.
Essential Functions:
- Serves as an Assistant General Counsel for the Office of General Counsel, Bureau of Civil Affairs.
- Serves as full-line supervisor.
- As an Assistant General Counsel, assists in developing and implementing DHS policy.
- The Assistant General Counsel serves the Bureau of Civil Affairs and the EEO/Affirmative Action (AA) Officer by assisting with preparation of annual affirmative action plans and reporting data as required on a quarterly basis.
- At the direction of the Deputy General Counsel for the Division of Compliance, assists with Legislative Affairs for the Office of General Counsel.
- At the direction of the Deputy General Counsel for the Division of Compliance, assists the Bureau of Administrative Rules.
- Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications:
- Requires a law degree from an American Bar Association accredited law school.
- Requires the possession of a license to practice law in Illinois.
- Requires three (3) years of professional experience in the practice of law.
Preferred Qualifications:
- Three (3) years of professional legal experience conducting investigations and drafting investigation reports.
- Three (3) years of professional experience writing legal reports, ensuring detailed and critical analysis of work performed.
- Two (2) years of professional supervisory experience assigning work, reviewing subordinates' work product, providing guidance to subordinates, training staff, and preparing and signing performance evaluations.
- Two (2) years of professional legal experience in the area of administrative law, including conducting administrative hearings (such as fact-finding conferences held by the Equal Employment Opportunity Commission or the Illinois Department of Human Rights).
- Three (3) years of professional legal experience reviewing and evaluating proposed legislation and advising on probate impact in program areas.
- Two (2) years of professional legal experience using nondiscrimination and civil rights statute principles and practices.
Conditions of Employment:
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires the ability to work overtime in the performance of job duties.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
