Duties and Responsibilities:
Essential Functions Of Job:
- Provides legal advice and support to Tax Claim Bureau.
- Prepares and reviews legal documents.
- Meets frequently with the Director of the Tax Claim Bureau regarding current issues and case management.
- Conducts legal research
- Participates in litigation as necessary.
- Responds to inquiries and provides legal assistance and support on Tax Claim issues.
- Communicates with other government offices, the general public and the press on behalf of the County Tax Claim Bureau.
- Attends meetings, training and seminars as required.
- Performs other job duties as required.
Supervision Received:
Occasional instruction and supervision is given by the Chief County Solicitor.

Working Conditions:
- Works Indoors in Adequate Office Space, with Adequate Lighting, Temperature and Ventilation.
- Normal Exposure to Noise and Stress and Other Disruptions.
- Normal Indoor Exposure to Dust/dirt.
- Must Possess the Ability to Present, Convey and Record Information, Explain Procedures and Follow Instructions.
- Must Possess the Ability to Satisfactorily Interact with The Public.
- Must Be Able to Sit for Long Periods of Time Throughout the Work Day, with Intermittent Periods of Walking and Standing.
- Occasional Periods of Stooping, Bending, Twisting and Reaching as Necessary to Carry out Job Functions.
- Dexterity Requirements Range from Fine Manipulation of Fingers/hands to Simple Movements of Feet/legs/torso as Necessary to Carry out Essential Job Duties.
- Sedentary Work, with Occasional Lifting/carrying of Objects with A Maximum Weight of Up to 10 Pounds.
- Must Be Able to Pay Close Attention to Detail and Concentrate in A Moderately Stressful Environment.

Education/training:
Juris Doctor Degree Required. Must Be Licensed to Practice Law in Pennsylvania. Licensed to Practice Law Before U.S. District Court for The Western District of Pennsylvania Desired.
Work Experience:
1 Year of Previous Experience Practicing Law with An Experienced Municipal Law Attorney Required. 2-5 Years of Practice of Municipal Tax Law and Trial Experience; Exposure to Basic Bankruptcy Law Preferred.
Knowledge, Skills and Abilities Required:
- Must Be Able to Speak and Understand the English Language and To Follow Oral and Written Instruction.
- Must Possess Effective Oral and Written Communication Skills.
- Must Possess the Ability to Function Independently, Have Flexibility and The Ability to Work Effectively with The Public, Co-Workers and Others.
- Must Possess the Ability to Maintain Confidentiality in Regard to Public and Department Information and Records.
- Must Have Basic Knowledge of Tax Claim Law; Real Property Tax Assessment Law; Pa Rules of Civil Procedure and Rules of Evidence; Bankruptcy Law and Pa Rules of Appellate Procedure.
- Must Possess the Technical Knowledge of Operating Personal Computers with Accuracy and Reasonable Speed for On-Line Legal Research and For Preparation of Legal Documents and Email Communications.
- Must Possess the Ability to Make Independent Decisions when Circumstances Warrant Such Action.
- Must Possess Basic Knowledge of Legal Terminology and Bankruptcy Proceedings.
- Must Possess Knowledge of Accepted Office Practices and Procedures.
- Must Possess Knowledge of Accepted Office Practices and Procedures.
- Must Possess the Ability to Maintain Records and Files Accurately and In an Organized Fashion.
