MINIMUM QUALIFICATIONS: Education and Experience: Must have a Law degree from an accredited college or university. One year of progressively complex and responsible related work experience or equivalent combination of education, training and experience in order to provide quality legal representation and assistance to City staff.
Licenses and Certifications: Admission to Oklahoma State Bar and must be eligible for admission to practice law in Federal Court. Maintain current memberships in the Oklahoma Bar Association including Continuing Legal Education requirements.
Knowledge: Municipal, state and federal law effecting city governments. Judicial procedures in all applicable courts. Methods and techniques of legal research, analysis and report presentation.
Skills: Preparing clear and concise reports, correspondence, and other written materials. Public speaking and persuasion. An advanced level of interpersonal skills necessary in order to develop cooperative working relationships with employees, senior management, and elected and judicial officials.
Duties and Responsibilities: Essential Functions: Provides support services in the areas of litigation, municipal court prosecution, investigation of claims, and preparation of contracts and ordinances. Researches and provides opinions and advice to the City Council and staff on legal matters pertaining to the City. Performs legal research, prepares drafts of pleadings, and performs general legal assistance to other staff attorneys assigned to specific cases. Attends City committee meetings as needed. Serves as prosecutor for cases approved for prosecution in the City of Norman Municipal Criminal Court. Is available for consultation with attorneys representing parties in the Municipal Criminal Court in efforts to reach settlement or plea arrangements prior to court appearances to speed up in court procedures. Reviews and approves as to contracts to go before City Council. Maintains a litigation case load as directed by staff attorneys. Maintains a current litigation report or case notes on all assigned litigation cases and participates in the review of active litigation. Provides assistance and advice to Legal Intern when necessary. Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications. Performs special assignments as requested, to include researching and preparing reports and projects, developing and implementing programs, and presenting legal information to management, elected officials, and others.
Mental Abilities: Ability to analyze complex legal and/or administrative problems, evaluate alternative solutions, and adopt effective courses of action. Ability to maintain regular, predictable and punctual attendance.
Working Conditions: Work is performed in a normal office environment where there are little or no physical discomforts.
